Strategic Establishment Manager IAM

Project overview

To our client, the Regional Executive Office, Region Stockholm, we are looking for a strategic establishment manager for IAM.

The Regional Executive Office (RLK) is the administration for the regional council and the climate and regional development committee. We support the regional council and regional assembly in their mission to govern, lead, and coordinate Region Stockholm's operations.

Need:

The Regional Executive Office is establishing a program with the aim of creating a cohesive Identity and Access Management infrastructure within Region Stockholm. This infrastructure will provide a common foundation and establish interoperability for information exchange within the region and with external actors.

Currently, Region Stockholm lacks the resources and capability to handle requirements definition and evaluation of technical application management, supplier management, and preparation for establishing processes, working methods, and operational management for the upcoming receiving organization for solutions that need to be established in the identity and access management area.

The program for a cohesive identity and access infrastructure has the mandate to establish a solution design for a first version of an identity and access solution that can be implemented according to the timeline of the new procured main journal system. The program is also responsible for preparing for an implementation project of the designed solution. As part of this work, requirements definition, implementation projects of upcoming technical components, along with supplier management and establishment of working methods and processes related to this, need to be established.

To meet this need, a consultant who can manage this area of responsibility needs to be procured.

Reference Assignments

The offered consultant must, unless circumstances clearly dictate otherwise, have completed two reference assignments of equivalent scope and complexity. These should be documented in the reference appendix. For them to be considered valid, it must be clearly stated that the following requirements are met:

Conditions for consultant

General

Provide information about the reference assignments in Appendix 4. Reference Appendix and attach it to your application.

Start date: Tentatively 2026-12-08.

End date: The contract duration is tentatively until 2026-06-30.

• At least ten years of documented experience.
• Documented and current experience of practical establishment.
• Documented and current experience of procurement and purchasing processes.
• Documented and current experience of operational and strategic supplier management.
• Documented experience of change management.
• Good understanding of IAM (Identity and Access Management).
• Good understanding of regional healthcare.
• Experience in leading workshops.
• Good understanding of systems.
• Assignment 1: Describe an assignment where you independently led the work of establishing structure, collaboration forms, and supplier management in connection with the introduction, takeover, or establishment of a new supplier, platform, or system-close service in a complex healthcare or system environment. Account for your role, how you structured the implementation and prepared the supplier for contract fulfillment, how ongoing management and collaboration were conducted, and what concrete deliveries and effects the work led to regarding order and clarity, delivery quality, and business benefits.
• Assignment 2: Describe an assignment where you have analyzed the business needs and independently driven requirements definition and procurement work for a new application management supplier, system, licenses, and specialist consultants, and linked this to change management and business development. Describe how you developed and anchored the documentation at the interface between operations, security, and IT, how you prepared the organization and supplier for contract start, and what results the work yielded.
• It must have been ongoing for a continuous period of at least six months and have been carried out in part within the last five years, counted from the last application date.
• The contract must not have been terminated prematurely.
• The consultant must have functioned in the role, in the context, and handled external as well as internal meetings and clients professionally.
• The work must have been performed according to the contract.
• If the consultant has delivered to Region Stockholm under the given conditions, one reference must be the region. If not, despite the given conditions being met, a randomly selected reference will be removed and replaced with an independent reference from Region Stockholm. If the consultant has delivered more than once, the independent reference will be chosen randomly.
• The Procurement Center reserves the right to decide whether a submitted reference assignment meets the requirements.

Project details

The agreement will be valid upon signature by both parties. Delivery is tentatively scheduled to begin part-time on 2026-12-08 and full-time from 2027-01-01, with a scope of 100%.

The contract duration is tentatively until 2028-06-30, with an option for two further extensions of 6 months each.

Execution will primarily be on-site (60%) with the possibility of remote work upon agreement.

Please note that the delivery and employment rate may be adjusted during the contract period depending on the progress of the operations and any adjustments related to priorities within the operations.

Competence Level

Level 4

Knowledge - High generalist competence or very high competence in the field. Education equivalent to a bachelor's degree or equivalent knowledge acquired through work experience in the field.

Experience - Has participated in large assignments in various areas and completed assignments with very high quality. The level is normally achieved earliest after 9–12 years of experience in the field. Has been at level 3 in terms of competence for at least 2 years.

Leadership - Takes primary responsibility for leading a larger group.

Independence - Very high.

Stockholm. Execution will primarily be on-site (60%) with the possibility of remote work upon agreement.

Working hours/Scope: 40 h/w (100%). Please note that the delivery and employment rate may be adjusted during the contract period depending on the progress of the operations and any adjustments related to priorities within the operations.

Possibility of extension: option for extension for 2 more times with 6 months per extension period.

Contractual terms:

The terms for the assignment will be based on Ework's framework agreement with the client.

Bids must be binding until 2027-01-14.
