Assignment Description

The IV Directorate has its own data centers for providing services to the Tax Administration, Customs, and Benefits. The data center capacity is being expanded with a new hall at a new location. This new location must be equipped with the selected infrastructure so that selected workloads can be hosted in this new data center location. The result will be a newly equipped data center location that meets all relevant frameworks and has had selected workloads migrated to this new location.

Responsibilities

Background of the assignment

The position is located within the CTO Office within the IV Directorate. The programs carried out are of strategic importance to the IV Directorate.

The Strategic Program Manager is part of the technology cluster:

The Strategic Program Manager is the strategic advisor to the CTO and can represent and/or replace them where necessary in consultations within IV and the Tax Administration. From there, they are a fully-fledged discussion partner for the IV Management Team.

• Develops the vision and strategy for the program with the (relevant) stakeholders and concretizes this in outcomes (effects) and metrics.
• In addition to vision development, the program manager is also responsible for the subsequent realization, and formulates and organizes a programmatic approach (governance, heartbeat, metrics) for this.
• Implements stakeholder management, aligns the strategy/vision with stakeholders, and adjusts it where necessary. The program manager also directs communication from the program.
• Ensures that results (outputs) are achieved and monitors that this leads to the intended effects (outcomes) and aligns with the developed program strategy/vision, and the IV strategy.
• Considers organizational impact and implements change management to achieve effects in the areas of organization and culture.
• Coaches project leaders and program employees in the program in carrying out their tasks.
• Is responsible for program management on selected multi-year strategic programs that bring about major complex changes within the context of Directorate IV.
• Provides functional direction to project leaders and program employees from there.
• Has intensive coordination with the actors around the program and the CTO through active stakeholder management.

Requirements

Only Dutch-language CVs will be submitted, and candidates must speak Dutch perfectly.

Assignment is less suitable for ZZP'ers (freelancers) due to DBA law.

When you, as a supplier, offer a professional to us and they are placed, we need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid).

The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client.

We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Administration.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad.

You can request the G-account from the Tax Administration.

If you cannot obtain a G-account (and you can provide proof of this from the Tax Administration), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the accuracy, completeness, and timeliness of the remittances.
