About the team:

You will join a department in Assen responsible for designing, building, and managing innovative and user-friendly websites and mobile apps for DICTU's clients. Our ambition is to offer reliable, secure, innovative, fast, and scalable digital products for the entire Dutch central government. In addition to websites and apps, we provide services such as knowledge bases and intranet solutions.

The department will undergo a new structure by 2027. Until then, we would love to utilize your talents.

The role:

As a support team lead, you will be co-responsible for managing a total of 11 agile development teams, with over 120 employees (internal & external). You will ensure that daily operations run smoothly: planning, capacity, quality, and the well-being of the people within these teams. You are part of the line management and act as an escalation point for issues that cannot be resolved within the teams themselves. You will work closely with the team lead, who is also involved in the department's development. You will ensure that the 'shop' can remain open during this development.

Together, you will ensure that the teams perform stably while continuing to develop.

About Dienst ICT Uitvoering (DICTU):

DICTU is one of the largest ICT service providers within the Dutch central government. Over 1,800 dedicated professionals in Assen, The Hague, and Zwolle work with enthusiasm and a focus on the client on IT systems important for the Netherlands. These can be applications, websites, and apps, but also digital workplaces and applications in the field of subsidies, inspections, and registers. We use modern technologies and developments such as Cloud, Mobile, and Big Data. Together with our clients, we look at the technological solutions for tomorrow. Tailored to the users. And continuously responding to innovations.

• Jointly lead 11 agile development teams (approx. 120 employees).
• Monitor quality, capacity, and operations across all teams.
• Co-responsible for staffing the department: inflow, development, and outflow of employees and capacity planning, in collaboration with the delivery managers.
• Act as an escalation point in the line for bottlenecks that the teams cannot resolve themselves.
• Conduct performance and development discussions with employees.
• Close collaboration with the team lead: identifying structural bottlenecks, aligning priorities, and ensuring good handover between ongoing work and change initiatives.
• Contribute to a healthy team culture and work distribution within and between the 11 teams.
• Substitute for the team lead in their main responsibilities in their absence.

Additional Information:

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid - WKA). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is based in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.

• Minimum 5 years of demonstrable experience in leading multiple (agile) teams.
• Demonstrable experience and knowledge of Scrum/agile.
• Completed Bachelor's/Master's degree.
• Demonstrable experience in coordinating teams.
• Demonstrable skill in handling escalations and making decisions within the line.
• Demonstrable experience with coaching and facilitating leadership.
• Demonstrable experience within the Dutch central government.
• Knowledge of Development Methodologies & Processes such as CI/CD, Drupal, and GIT.
• Demonstrable experience in leading multiple (agile) teams, including large-scale people management. Preferably in an IT or software development environment.
• Excellent collaboration and communication skills.
• Stress-resistant and problem-solving ability.
• Drives towards clear goals and measurable results, with attention to the development, employability, and well-being of employees.
• Accurate.
