Assignment Description

Skatteverket needs reinforcement in personal taxation in the form of a system developer who can contribute to the team's successes. The cross-functional teams work on their tasks from "axle to loaf" where all different disciplines such as architecture, requirements, design, development, testing, test automation, release, and deployment are included. Skatteverket strives for role-transcending work within the teams, and you are expected to be able to contribute in several of these areas. Skatteverket's development environment is complex and broad, with several generations of technology, platforms, and tools.

To succeed in the assignment, it is important to have previous experience of an agile way of working according to SAFe, and to have worked as a full-stack developer, i.e., with the team's implementation of both frontend and backend. You are a team player who is used to building long-term relationships and you develop together with your team colleagues in your work.

A prerequisite for you to be able to perform your assignment is that you can communicate fluently in Swedish, written and spoken, as the agency's working language is Swedish.

Security Clearance:

Skatteverket is covered by the Security Protection Act, which means the assignment may be placed in a security class. This involves, among other things, requirements for a security clearance of the consultant and that a subcontractor must enter into a security protection agreement.

Before the security protection agreement can be entered into, Skatteverket is obliged to conduct a suitability assessment of the subcontractor in accordance with the Security Protection Act (2018:585) Chapter 4, Sections 7-8.

The scope of the security clearance will be communicated at a later stage in the selection process. The process for establishing a security protection agreement and conducting a security clearance and any background check usually takes 8-12 weeks from the assignment award, but can take longer or shorter. If the assignment is placed in a security class, the assignment cannot begin before this process has been completed and a start date has been communicated by the client.

Information about interviews

If the candidate is presented to the client, the candidate must be available for an interview within seven (7) working days from the candidate receiving a summons from Upgraded.

Requirements

Normally achieved after 4-8 years.

Knowledge: high competence in the relevant area, role, software, and language.

Experience: has participated in several assignments within the relevant area, role, software, language, and has carried out the assignments with high quality. Is a role model for other consultants at a lower level.

Leadership: takes responsibility for a sub-area or program, language, can lead a small group.

Independence: can work independently.

Personal qualities:

• At least 8 years of combined practical and current work experience in software development in Java
• At least 4 years of current work experience in SQL
• At least 4 years of current work experience in Linux/Unix
• At least 2 years of current work experience in Red Hat OpenShift Container Platform or other equivalent container platform
• Current experience with Oracle WebLogic Server
• Consultant must at least achieve competence level 3 according to the framework agreement:
• Work experience in managing IT systems within personal taxation
• Work experience of having worked in an IT department at a large Swedish authority with at least 10,000 employees
• At least 5 years of practical experience of an agile way of working according to SAFe
• High ability to cooperate, be helpful, and have a good demeanor
• Be responsible and results-oriented, and consider both the group's and one's own performance
• Have the ability and willingness to learn new things, be flexible
• Has the ability and willingness to share their knowledge
• Able to analyze information flows, see connections, patterns, and make delimitations
