Project overview

For our client, the Swedish Police Authority, we are looking for a consultant for the assignment below:

Assignment Description:

For the Swedish Police Authority, we are looking for a System Developer who will work with the further development of the Alfa framework, a proprietary tool that includes several functions for automatic image and video analysis, including using AI-based algorithms.

Development is conducted at the technical forefront and in close collaboration with the business. The work is characterized by a high development pace, frequent deliveries, and continuous further development and improvement of existing functions. It also includes identifying new technical opportunities and developing solutions that meet the business's needs and challenges.

The authority's developers need to have the ability to understand the business's needs and be able to transform them into solutions in their systems or as new capabilities. The Swedish Police Authority's systems are part of a large system landscape and therefore need to be able to integrate with other systems.

The department has a high development pace and needs to be adaptable to new technologies on the market and new ways of developing.

The team is agile and self-organizing, and the Swedish Police Authority will place great importance on personal qualities that fit into the team.

Requirements

Meritorious Competence (Nice-to-haves):

Start Date: 2026-12-27

End Date: 2027-12-26

Option for extension: 2029-12-26. The Swedish Police Authority may utilize all or part of the option period.

• The consultant must have documented experience in development with Spring Framework and practical experience in service development with Spring Boot.
• The consultant must have documented experience in development against relational databases.
• The consultant must have documented practical experience in developing APIs and integrating services with internal and external REST APIs.
• The consultant must have documented experience in developing event-driven services and practical experience with RabbitMQ for message queues.
• The consultant must have documented experience in combining service development with software architecture in solutions with multiple interacting microservices.
• The consultant must have practical experience with version control using Git in collaborative system development.
• The consultant must be able to account for how camera-based video recording, video formats, and ML-based image analysis affect the integration and design of services for media analysis.
• The consultant must have a good ability to express themselves verbally and in writing in Swedish.
• The consultant must have experience in system development in a larger company or authority with at least 1000 employees.
• Practical experience with Kotlin for service development with Spring Boot is meritorious.
• Python for scripts and services is meritorious.
• Practical experience with integration against camera management platforms is meritorious.
• Practical experience in designing or developing services for ordering and managing AI-driven image or video analysis is meritorious.
• Practical experience in building, deploying, or scaling containerized applications in Kubernetes is meritorious.
• Practical experience with MySQL is meritorious.
• Redis for caching in service-based solutions is meritorious.
• Practical experience with test-driven development is meritorious.
• Automated end-to-end testing is meritorious.
• Practical experience with agent-driven development where generated code is reviewed and verified before use is meritorious.
• Experience with Jira and Confluence in development teams is meritorious.
• Linux as a development environment is meritorious.
• The consultant should have experience working in security-classified operations.
• The consultant should have experience working within the judicial system.
• The consultant should have experience working in the public sector.

Project details

Linköping. The consultant is expected to be on-site at least 3 days a week.

Security Process:

The Swedish Police Authority has high demands on the consultant's security and confidentiality awareness. Security vetting with a background check and signing of a security protection agreement according to the Security Protection Act (2018:585) may be carried out by the consultant and the consultant's employer before the Assignment Agreement can take effect. Security vetting is paid for by the subcontractor. In some cases, Swedish citizenship is required.

Economic Control:

To ensure stability, the supplier must submit an economic background check via UC showing the company's risk class. If a subcontractor (UL) is hired, a separate check must also be attached for them. All certificates submitted for verification must not be older than three months from the last application date.

Bid Evaluation: (Ework makes the selection)

Ework will make an initial selection and present bids to the client for final evaluation.

Interview:

The consultant/supplier may be called for an interview if needed to confirm qualification requirements.

Contract Terms:
