For our client, the Swedish Police Authority, we are looking for a consultant for the assignment below:

Assignment Description:

For the Swedish Police Authority, we are looking for a System Developer who will work on the further development of the Alfa framework, a proprietary tool that includes several functions for automatic image and video analysis, including using AI-based algorithms.

The development is at the technical forefront and in close collaboration with the business. The work is characterized by a high development pace, frequent deliveries, and continuous further development and improvement of existing functions. It also includes identifying new technical opportunities and developing solutions that meet the business's needs and challenges.

The authority's developers need to have the ability to understand the business's needs and be able to transform them into solutions in their systems or as new capabilities. The Swedish Police Authority's systems are part of a large system landscape and therefore need to be integrated with other systems. The department has a high development pace and needs to be adaptable to new technologies on the market and new ways of developing.

The team is agile and self-organizing, and the Swedish Police Authority will place great importance on personal qualities that fit into the team.

Requirements

Meritorious Competence (Should-haves):

Start Date: 2026-12-27

End Date: 2027-12-26

Option for extension: 2029-12-26. The Swedish Police Authority may utilize all or part of the option period.

• The consultant must have at least 10 years of documented experience in system development in Python. The experience must have been acquired in the last 15 years.
• The consultant must have at least 5 years of documented experience in development against relational databases, for example, MySQL or PostgreSQL.
• The consultant must have documented experience in the development and management of applications, from requirements analysis, design, and architecture to implementation, testing, deployment, maintenance, and troubleshooting.
• The consultant must have documented practical experience in the development and troubleshooting of distributed applications.
• The consultant must have documented practical experience in the development of applications that communicate via message queues.
• The consultant must have a good ability to express themselves verbally and in writing in Swedish.
• The consultant must have experience in system development in a large company or authority with at least 1000 employees.
• Documented experience in technically qualified Python development involving architectural choices, testability, and code quality assurance is meritorious.
• Practical experience in integrating, testing, or further developing AI models in applications for video analysis is meritorious.
• Experience in locating and resolving errors affecting multiple interacting services in distributed systems is meritorious.
• Documented practical experience in the development or troubleshooting of applications using Elasticsearch is meritorious.
• Documented practical experience with RabbitMQ is meritorious.
• Experience in system development involving the handling of security-classified information and associated working methods is meritorious.
• Practical experience in Linux environments is meritorious.
• Experience with Docker and Jenkins in development and delivery flows is meritorious.
• Experience with modern tools for dependency management, code control, and type checking in Python, such as uv, ruff, and pyright, is meritorious.
• The consultant should have experience working within security-classified operations.
• The consultant should have experience working within the judicial system.
• The consultant should have experience working within the public sector.

Project details

Linköping. The consultant is expected to be on-site at least 3 days a week.

Security Process:

The Swedish Police Authority places high demands on the consultant's security and confidentiality awareness. A security assessment with a background check and the signing of a security protection agreement according to the Security Protection Act (2018:585) may be carried out for the consultant and the consultant's employer before the Assignment Agreement can take effect. The security assessment is financed by the subcontractor. In some cases, Swedish citizenship is required.

Economic Control:

To ensure stability, the supplier must submit an economic background check via UC showing the company's risk class. If a subcontractor (UL) is hired, a separate check must also be attached for them. All certificates submitted for verification must not be older than three months from the last application day.

Bid Evaluation: (Ework makes the selection)

Ework will make an initial selection and present bids to the client for final evaluation.

Interview:

The consultant/supplier may be called for an interview if necessary to establish qualification requirements.

Contractual Terms:
