Project overview

For our client, the Swedish Police Authority, we are looking for a consultant for the assignment below:

Assignment Description:

For the Swedish Police Authority, we are looking for a System Developer who will work with the further development of the Alfa framework, a proprietary tool that includes several functions for automatic image and video analysis, including using AI-based algorithms.

Development is conducted at the technical forefront and in close collaboration with the business. The work is characterized by a high development pace, frequent deliveries, and continuous further development and improvement of existing functions. It also includes identifying new technical opportunities and developing solutions that meet the business's needs and challenges.

The authority's developers need to have the ability to understand the business's needs and be able to transform them into solutions in their systems or as new capabilities. The Swedish Police Authority's systems are part of a large system landscape and therefore need to be able to integrate with other systems.

The department has a high development pace and needs to be adaptable to new technologies on the market and new ways of developing.

The team is agile and self-organizing, and the Swedish Police Authority will place great importance on personal qualities that fit into the team.

Requirements

Meritorious Competence (Should-haves):

Start Date: 2026-12-27

End Date: 2027-12-26

Option for extension: 2029-12-26. The Swedish Police Authority may utilize all or parts of the option period.

• The consultant must have at least 10 years of documented experience in development in Java or Kotlin. The experience must have been acquired in the last 12 years.
• The consultant must have at least 10 years of documented experience in development with Spring/SpringBoot. The experience must have been acquired in the last 12 years.
• The consultant must have at least 10 years of documented experience in MySQL or equivalent SQL database. The experience must have been acquired in the last 12 years.
• The consultant must have at least 8 years of experience in installation and administration of Linux-based servers with RHEL. The experience must have been acquired in the last 15 years.
• The consultant must have at least 5 years of experience in creating and maintaining CI/CD pipelines for building source code and container images. The experience must have been acquired in the last 7 years.
• The consultant must have at least 5 years of documented experience in development and maintenance of operating environments for container-based systems (Docker/Podman). The experience must have been acquired in the last 7 years.
• The consultant must have at least 5 years of experience in automated installation/operation of servers using tools like Ansible. The experience must have been acquired in the last 7 years.
• The consultant must have at least 3 years of experience in development in C++. The experience must have been acquired in the last 5 years.
• The consultant must have at least 3 years of experience in development in the GStreamer framework. The experience must have been acquired in the last 5 years.
• The consultant must have a good ability to express themselves verbally and in writing in Swedish.
• The consultant must have experience working in a large company or authority with at least 1000 employees.
• The consultant should have experience working in security-classified operations
• The consultant should have experience working within the judicial system
• The consultant should have experience working in the public sector

Project details

Linköping. The consultant is expected to be on-site at least 3 days a week.

Security Process:

The Swedish Police Authority places high demands on the consultant's security and confidentiality awareness. Security vetting with a background check and signing of a security protection agreement according to the Security Protection Act (2018:585) may be carried out by the consultant and the consultant's employer before the Assignment Agreement can take effect. Security vetting is paid for by the subcontractor. In some cases, Swedish citizenship is required.

Financial Control:

To ensure stability, the supplier must submit a financial background check via UC showing the company's risk class. If a subcontractor (UL) is hired, a separate check must also be attached for them. All certificates submitted for verification must not be older than three months from the last application day.

Bid Evaluation: (Ework makes the selection)

Ework will make an initial selection and present bids to the client for final evaluation.

Interview:

The consultant/supplier may be called for an interview if necessary to establish qualification requirements.

Contractual Terms:

The terms for the assignment will be based on Ework's framework agreement with the client. Please refer to the terms in the attachment "Swedish Police Authority's Supplier Agreement", see "Documents/Links".
