System Specialist Level 5

Project overview

For our client Inera AB, we are looking for a System Specialist Level 5.

Background to the assignment:

Inera is a digitalization company that, on behalf of Sweden's municipalities and regions, contributes to the development of welfare through digitalization. Inera develops, manages, and coordinates national digital infrastructure and digital services in areas including health, care, and welfare. The company is responsible for several national services, including Mitt Gymnasieval, Nationell patientöversikt (NPÖ), Intygstjänster, Pascal, and Hjälpmedelstjänsten, with the aim of creating more accessible, secure, and cohesive welfare.

Inera manages and further develops a number of socially critical digital services. To ensure stable operation and efficient management of these services, there is a need for a system specialist who can contribute to the ongoing work. The role involves close collaboration with suppliers, the management organization, and other stakeholders to ensure stable, secure, and well-functioning services.

The System Specialist is expected to contribute in areas such as system management, technical coordination, incident and problem management, release coordination, IT security, documentation, and planning and execution of changes in the services' operational and management environments. The role also includes knowledge transfer and support to the management organization to ensure long-term manageability and continuity. The role also includes administrative tasks for Inera's On/off boarding during work peaks, estimated at 20-30% of the scope.

Assignment description:

The consultant shall work with ongoing handover of processes, technical documentation, and other information to the current management responsible. Handover also occurs at the end of the assignment. During the ongoing assignment, the consultant shall, in collaboration with management, transfer knowledge about the work performed. During the ongoing assignment, the consultant shall continuously document their work and the solutions decided upon. If necessary, the consultant shall hold reviews and training regarding the work being done on relevant products at Inera.

The consultant shall be at competence level 5 within the relevant area:

Knowledge - competence of the highest rank in the relevant area, perceived as an expert/guru in the market.

Experience - as a consultant, has participated in several large assignments within the relevant area and performed assignments with very high quality.

Leadership - has extensive experience and practice in acting in a leading position.

Independence - very high.

• Administrative tasks within Inera's consultant management
• Work proactively with suppliers to ensure functioning operation and support of the system's infrastructure
• Work on improving systems regarding non-functional requirements and infrastructure
• Manage service windows
• Ensure stability in IT environments
• Monitor and manage IT security in the service's infrastructure
• Actively work on following up on support trends and identifying problem areas
• Handle support cases
• Technical investigation and coordination
• Produce documentation
• Act as release manager and coordinate release work.
• Participate in and plan major infrastructure projects
• Lead overall planning of activities and changes in the operational environments
• Contribute to certificate management
• Participate in regular meetings with operational and application suppliers and work with ongoing application management.

Requirements

The requirements must be clearly stated in the CV and marked. Furthermore, each requirement must be justified in free text with references to where in the CV the requirement is met. See attached file "Competence Matrix"

Scope: The assignment is estimated at approximately 70%-80% of a full-time equivalent for 3 months with the possibility of extension up to a total of 12 months until November 2027. The assignment may be expanded or reduced in scope during the contract period; the conditions for this are regulated in the call-off contract. Inera assumes efficient use of the consultant. However, Inera wishes to clarify that some flexibility is required as the scope may vary continuously. The scope is only an estimate that may be expanded or reduced during the contract period.

• At least 5 years of documented experience in system management.
• At least 5 years of documented experience in operation and maintenance of IT systems.
• At least 3 years of documented experience in working with networks and communication.
• Documented training in agile development methods (SCRUM) or at least 3 years of practical experience working according to SCRUM.
• At least 3 years of documented experience in leading work as a Product Owner (SCRUM) for systems within eHealth and healthcare.
• At least 3 years of documented experience in IT security, including certificate management.
• At least 2 years of documented experience working with Confluence and/or Jira.
• Documented training in ITIL or ITIL certification, or at least 2 years of practical experience working according to ITIL.

Project details

The consultant must be able to be physically present at Inera's office in Stockholm at least 2 days a week.

Working hours/Scope: The assignment is estimated at approximately 70%-80% of a full-time equivalent. Start date as soon as possible.

Remote work: Remote work is possible by agreement with the client.

Possibility of extension: possibility of extension up to a total of 12 months until November 2027.

Interview:

Contractual terms:

Terms for the assignment will be based on Ework's framework agreement with the customer.
