Competencies:
Details matter. Accuracy in documents and perseverance throughout the tendering process are important. Collaboration with project team members and the ability to effectively translate the requirements and wishes of the stakeholder are also important competencies. Depending on the competencies and experience of the project leader and other project team members, the experienced candidate is able to respond to this by steering more or less actively and helping to guide the process.
Due to broad experience, the candidate can bring the project to a successful conclusion, resulting in an agreement between the police and the contractor.

There is ample opportunity to work elsewhere, which can be at home or at another office location. Especially since the candidate does not need to be specifically part of their own procurement team. Availability is generally required during office hours.

Assignment description
Multiple tenders need to be executed. It is not yet entirely certain which tenders these will be, as this may change in the coming months depending on priority. Typically, this involves a regular European tendering process that the candidate will execute within a project team. The regular steps involved are: Writing the tender strategy, writing the tender guidelines and relevant appendices such as the contract, answering the notes of inquiry, publishing the tender, guiding the evaluation, and writing the award advice and award/rejection letters.
All this is done in collaboration within a project team led by a project leader. The candidate procurement specialist usually works with available templates in the tendering process. There is a review process where the candidate must process comments on draft documents. This applies to every milestone deliverable. Collaboration with project team members, reviewers, and legal counsel is therefore an important part of the work. Meetings are usually held in or around Utrecht. The risk of failure for the police can be relatively high, which is why seniority in experience and education is required from the candidate.
Political-administrative sensitivity is therefore also important for the execution of the assignment. Training: Nevi2 or equivalent completed and tender law (examples from previous secondments).
This assignment would normally qualify as a results-based assignment, but due to the uncertain nature of tender lead times, this is not possible. However, one week may have a higher workload than another due to the different phases the project goes through. It is up to the intermediary to manage this variation.
The desire is for the candidate to execute the projects as much as possible and not be part of the team, meaning they should not attend work meetings.
Work experience:
Must haves:
- More than 10 years of work experience in the public domain as a European tender specialist
- Nevi2 completed
- Demonstrable knowledge through, for example, a tender law course at Utrecht University or equivalent
- Demonstrable experience with at least five European tenders for ICT-related supplies or services
- Knowledge of Excel in relation to creating pricing models
- Start: 15-01-2027 (starten kan na afronding van screening)
- Duration: 18 maanden
- Remote: hybrid
- Location: Driebergen, Netherlands, NL
- Rate: 109-109 EUR/h
- Languages: Dutch
