Introduction to the assignment

For the AI "sprint", we are looking for an experienced Technical Security Engineer (TSE) who will contribute for four weeks to the design, development, and secure implementation of an AI solution within the municipal context.

The AI "sprint" aims to deliver a working prototype in a short period, including the necessary elaboration in terms of privacy, information security, management, and governance. The focus is not only on functionality but also on how the solution can be deployed securely, manageably, and responsibly within the municipality's existing ICT landscape.

Given the complexity of the assignment, we are looking for a senior professional with demonstrable experience in software development, cloud platforms, AI applications, information security, and technical architecture. During the "sprint", the TSE will work closely with the Privacy Officer, TISO, product owner, and subject matter experts to achieve a responsible and implementable end result.

Activities

As a Technical Security Engineer, you will be responsible for designing, developing, implementing, and securing the technical solution within the AI "sprint". You will work in a multidisciplinary team following an agile methodology and collaborate closely with the Privacy Officer, TISO, product owner, and other specialists.

Your primary focus will be on the development of the AI prototype, technical integrations, and setting up appropriate security measures. You will ensure that security-by-design, privacy-by-design, and manageability are integral parts of the solution from day one.

You will contribute to the technical risk analysis, the elaboration of control measures, the DPIA, and the translation of compliance requirements into concrete technical solutions. Working in a structured manner, documenting choices, and recording technical configurations and security measures are essential parts of the assignment. This will result not only in a working solution but also in a prototype that is secure, manageable, and ready for a potential follow-up phase.

Tasks and responsibilities

Engagement time

The Technical Security Engineer will be engaged for the duration of the AI "sprint" and the directly related preparation and follow-up activities. The engagement is an average of 32 to 36 hours per week.

Given the nature, complexity, and short turnaround time of the assignment, we are explicitly looking for one senior professional who will be responsible for the technical realization, security, and assurance of the solution throughout the entire assignment. Continuity, speed of action, and knowledge retention are essential.

The assignment consists of three phases:

During the "sprint" week, the Technical Security Engineer is expected to be fully available and physically present at the municipal work location Beukenhorst in Hoofddorp. The intensive collaboration between the different disciplines requires direct coordination, rapid decision-making, and joint problem-solving, making remote work unsuitable during this week. Physical presence at the location is also expected during the preparation and follow-up phases, unless incidentally agreed otherwise.

As a Technical Security Engineer, you have demonstrable experience in designing, developing, implementing, and managing digital solutions within complex organizations. Additionally, you are familiar with agile working and know how to collaborate effectively in multidisciplinary teams where development, security, privacy, and management converge.

You are capable of translating technical issues into concrete solutions and actively contribute to the risk log, DPIA, technical architecture, and control measures that are developed during the AI "sprint".

• Design and realize the technical solution;
• Apply security-by-design and privacy-by-design principles;
• Conduct technical risk analyses;
• Advise on security measures related to AI, data, and integrations;
• Review architecture choices and dependencies;
• Support the DPIA and the risk log with technical control measures;
• Ensure the solution is manageable, scalable, and compliant.
• Preparation phase: the week prior to November 23, 2026, focusing on architecture, technical exploration, compliance alignment, and sprint preparation.
• AI "sprint": the week of November 23, 2026, during which the multidisciplinary team will develop, test, and demonstrate a working prototype over five working days.
• Follow-up phase: the weeks after the "sprint", focusing on handover, documentation, resolution of outstanding technical issues, and advice on potential follow-up.
• Minimum of 5 years of work experience as a Technical Security Engineer, Security Engineer, Solution Engineer, or similar role;
• Demonstrable experience with software development, system integrations, and cloud platforms;
• Extensive experience with information security, security-by-design, and privacy-by-design;
• Experience in conducting technical risk analyses and implementing security measures;
• Knowledge of relevant standards and frameworks such as BIO, ISO 27001, GDPR, and preferably the AI Act;
• Experience with AI, data, or automation solutions is a plus;
• Experience within the (semi-)public sector or an organization with high demands on compliance and information security is a plus.
