Technical Project Manager Gas High-Pressure Pipeline Construction for Long-Term Infrastructure Project

Project overview

For an ongoing infrastructure project in gas high-pressure pipeline construction, an experienced technical project manager is sought immediately. The desired candidate will assume overall responsibility for a pipeline construction project already in progress and act as the central control point between the client, technical planners, authorities, technical service providers, and executing companies.

The project includes the new construction of an approximately 8.5-kilometer-long, buried gas high-pressure pipeline using classic open trench construction methods. A portion of the pipeline is already under construction. Further route sections are undergoing parallel planning, approval, and execution processes.

Responsibilities

Overall project control regarding deadlines, costs, and quality

Assumption of overall technical and organizational responsibility

Leadership and coordination of all internal and external project participants

Management of involved planning offices, construction management, invoice verification, TÜV, general contractor, and other technical service providers

Coordination of planning, approval, and execution processes

Management of interfaces between client, technical planners, authorities, and executing companies

Monitoring and control of compliance with approval conditions

Responsibility for change order management

Assessment of the performance of technical planners, construction companies, and technical service providers

Representation of the project towards authorities and other stakeholders

Preparation and execution of regular reporting in steering committees

Ensuring structured project documentation

Project Organization

Support of planning by an external engineering firm

External awarding of construction management and invoice verification

Execution of construction services by a general contractor from the pipeline construction sector

Support on the client side by an internal construction manager

High degree of independence due to a lean project organization on the client side

Main location of the project organization in Freiburg

Presence in the Freiburg office as needed by the project

At least one site visit per week in the Hochrhein region

Requirements

Several years of experience in the planning, construction, and commissioning of gas high-pressure pipelines with at least PN70

Demonstrable experience in the successful execution of pipeline construction projects in the gas high-pressure network

At least three years of experience in a responsible project management role

In-depth practical experience in gas high-pressure pipeline construction

Sound knowledge of relevant technical standards and legal requirements

Very good knowledge of the required approval procedures

Experience in construction planning and approval planning according to HOAI

Experience in tendering and awarding according to VOB

Strong technical assessment competence towards engineering firms, technical planners, construction companies, and technical service providers

Very good knowledge of project management during the construction and execution phase

Experience in change order management as well as cost, schedule, and quality control

Experience with complex stakeholder structures and externally awarded project services

Proficient use of SAP

Very good German language skills, both written and spoken

Communicative personality with strong assertiveness

Cooperative and professional demeanor towards authorities, TÜV, engineering firms, and construction companies

Independent, structured, and responsible work approach
