Project overview

For one of our major clients, we are currently looking for support that meets the following requirements:

For a demanding digitalization project in the public sector, we are urgently seeking an experienced Product Owner (m/f/d) for the technical management of an agile team in the area of register modernization. The project's goal is the modernization of existing register landscapes and the introduction and integration of modern digital infrastructures. The Product Owner will be responsible for the operational management of the implementation and will work closely with project management.

Responsibilities

• Technical leadership and management of an agile project team
• Transformation of work packages into Epics, Features, and User Stories
• Continuous maintenance and prioritization of the team backlog
• Planning and management of implementation within agile iterations
• Coordination of the modernization and migration of existing registers
• Support for connecting registers to central digital infrastructures
• Acceptance of work packages and results based on defined acceptance criteria and the Definition of Done (DoD)
• Participation in agile regular meetings and iteration planning
• Coordination of functional and technical dependencies with relevant stakeholders
• Ensuring project transparency and regular reporting
• Contribution to the assembly and further development of the agile team

Requirements

• Several years of practical experience as a Product Owner in agile IT projects
• Sound knowledge of agile project methods, especially Scrum and SAFe
• Experience in register modernization and digitalization of public administration is a prerequisite
• Knowledge of register modernization infrastructure, especially IDA, NOOTS, and Datenschutzcockpit (DSC)
• Experience in creating and prioritizing Epics, Features, and User Stories
• Knowledge in the area of register migration and integration of digital interfaces
• Experience with modern register infrastructures and Register-as-a-Service (RaaS)
• Confident handling of agile planning and management processes
• Strong communication skills and experience in the technical leadership of agile teams
• Structured, self-reliant, and solution-oriented way of working
• Location: Remote, occasionally Hannover
• Duration: Initially until the end of 2026, extension very likely
• Utilization: Full utilization
