Project

The ÜPF (Monitoring of Postal and Telecommunications Traffic) service in the EJPD provides data from legally ordered surveillance to the criminal authorities of the Confederation and cantons. The agile product team develops and maintains the central components of the program. This includes Real Time Mediation (RTM), the backend of the real-time surveillance system FLICC/CDP, the diversion networks (DN, SCN), and the Customer & Provider Management Dashboard. The system landscape is mixed: in-house developments, custom software from suppliers, and purchased standard systems.

Tasks / Responsibilities

• Fullstack development and further development of components with Java and Spring
• Conception and implementation of interfaces: REST/OpenAPI (code generation), JSON/Jackson, Kafka, and asynchronous Java messaging
• Database development with Oracle/PostgreSQL including schema modeling, PL/SQL, and Flyway migrations
• Operation and deployment in a DevOps environment: Helm/Kubernetes, ArgoCD (GitOps), monitoring with Splunk and Grafana
• Test automation with JUnit, Playwright, Cypress, Selenium, or Karate, as well as quality assurance with Sonar and Jenkins
• Delivery in a Scrum team based on sprint planning, within the governance of the EJPD
• Support for the team and architects on architectural issues; role as mentor/coach within the team
• Maintenance, bug fixing, and ongoing modernization of existing systems

Requirements

Admin

• (must-have) Degree in Computer Science or Business Informatics (HF, HFP, FH/Uni BSc/MSc/MAS/NDS, also as a minor)
• (must-have) Minimum 5 years of experience as a Java Software Engineer (JSE/JEE or Spring), with at least 3 years using Spring as a backend technology. Only projects with a minimum duration of 12 months and at least 60% workload, not older than 15 years, will be considered.
• (must-have) German at C1 level in speaking and writing (native speaker or proof required)
• More than 1 year of experience each with Spring Boot, Data, Batch, Security, and Testing, with Kafka, with Oracle/PostgreSQL, with Helm/ArgoCD, and with Splunk/Grafana
• Solid Scrum practice as well as architectural understanding and experience as a mentor/coach
• Project experience in the areas of police, justice, or migration; regular further training (training days per year will be evaluated)
• Start 01.01.2027, 12 months with option to extend
• Onsite/Remote Minimum 2 days per week on-site, up to 3 days remote
• Work only from Switzerland (also remote)
