Assignment Description
Background and Objectives
Healthcare is under pressure. To keep healthcare good, accessible, and affordable, the government and the healthcare sector are focusing on digitization and electronic data exchange in healthcare, among other things, in the Integral Care Agreement (IZA). One of the agreements in the IZA is therefore that residents of the Netherlands can have a user-friendly and well-filled personal health environment (PHE) that adds value to the care process and contains understandable information for everyone.
This gives citizens an overview of their health data, allows them to take more control over their own health, and work on prevention. To ensure that citizens actually have access to relevant health data, it is necessary to further improve and broaden its availability. This includes data from healthcare providers, but also data about, for example, vaccinations, population screenings, and national registers.
The VWS program MeerMed contributes to this by improving and broadening the availability of health data for citizens via personal health environments (PHEs), and in the future Mijn Gezondheidsoverzicht, within the MedMij Agreement Framework.
DI-CIO is looking for an Advisor Long-Term Care for the MeerMed program, which supports healthcare providers, cooperatives, and suppliers in preparing for data availability for citizens. MeerMed offers an overview, knowledge, practical tools, and support that aligns with the development phase and challenges of each healthcare sector. Furthermore, MeerMed connects national developments with practice, so that policy and execution align better. MeerMed helps organizations to take concrete no-regret steps today and prepare for the obligations arising from the EHDS.
The program implements the work agendas and milestone plans developed in collaboration with the IZA working group PHEs.
As an Advisor Long-Term Care within MeerMed, you will play a crucial role in the implementation and integration of Personal Health Environments (PHEs), specifically for the long-term care sector. Your work will focus on supporting healthcare institutions and healthcare professionals to increase data availability for citizens, clients, and patients.

Additional Information
When you offer a professional to us as a supplier and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The purpose of the 'WKA' is to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.
The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.
Please note that the costs for this statement are at your own expense.
