The position

For the municipality of Zuidplas, we are looking for an Advisor Public Order and Safety, Integral Safety Plan for 36 hours per week.

The assignment consists of two parts:

The Integral Safety Plan (IVP) forms the strategic basis for local safety policy. The new IVP will outline the municipal vision, ambitions, and approach to safety for the period 2027-2031. The IVP will guide the approach to safety issues and how the municipality, together with its partners, works to enhance safety and liveability within the municipality.

The integral approach is important here. Safety is not just about enforcement and public order, but is closely related to the social, physical, and care domains. The municipality works closely with partners such as the police, Public Prosecution Service, safety region, healthcare institutions, and community organizations. Participation with residents and entrepreneurs is also an important part of the assignment.

Themes such as undermining crime, youth and safety, digital safety and cybercrime, care and safety, and crisis management will be brought together from different perspectives. Based on analyses and stakeholder input, the IVP will set clear priorities, which will then be translated into concrete objectives, an approach, and responsibilities. The IVP thus forms the basis for further elaboration in annual or multi-year implementation plans.

Developing an Integral Safety Plan is a careful, intensive, and broadly defined process. The contractor is responsible for gathering information, conducting analyses based on available data sources, obtaining input from internal and external stakeholders, and processing this into the IVP. Interviews, work sessions, and administrative coordination are part of the activities, as far as necessary for the realization of the assignment.

Optionally, the assignment can be extended with the drafting of an initial implementation plan for a period of two years as a further elaboration of the IVP.

• Develop and draft Integral Safety Plan (IVP) 2027-2031 This assignment will be carried out by an independently working and experienced contractor with demonstrable experience in the field of integral safety. A completed HBO (higher professional education) degree, preferably in Integral Safety Studies and/or Law, is desired.
• Support with public order and safety issues If this contributes to the execution of the assignment, the contractor can provide support with issues and incidents in the field of public order and safety. These activities are supportive of the main assignment and are aimed at gaining insight into local safety issues, relevant stakeholders, and the municipal context, so that they can be involved in the development of the Integral Safety Plan.
• HBO work and thinking level;
• Minimum 5 years of experience in the field of public space and safety.
