With this tender request, the RIVM/PPG organization, hereinafter referred to as the Tenderer, aims to acquire specialist knowledge and labor capacity for guiding development teams within the Prevention Programs and Upscaling for Public Health (PPG) domain of the RIVM.

Background of the assignment

At RIVM, over 3200 colleagues work every day on the healthcare of tomorrow. As an Agile Coach, you will work in the Development & Management department of the Prevention Programs and Upscaling for Public Health (PPG) domain. This department is responsible for the functional management and development of, among other things, the Praeventis information system, which is essential for the execution of three major prevention programs within this service. Since 2020, the vaccination program around COVID-19 has also been added. A few years ago, the transition to an agile organization was initiated.

Within PPG, a large program is underway that aims to replace legacy systems with a modern, scalable application landscape. To temporarily replace a departing colleague, support from an experienced Agile coach is sought immediately.

• Facilitating Scrum events, resolving impediments, and coaching teams in their agile development
• Preparing the PI event (quarterly planning) of the ART together with the other scrum masters
• Coaching the other scrum masters from the ART in their professional growth
• Guiding the organization, making concrete proposals, and coaching management in further growth towards Agile maturity
• Guiding the environment of the teams together with Scrum Masters and Product Owners, ensuring that the teams truly reach and maintain their full potential
• Promoting the agile mindset within the organization

Competencies:

• Bachelor's/University work and thinking level
• Has extensive experience in coaching teams, product owners, fellow scrum masters, stakeholders, and management in a complex organization
• Has experience with organizations where development teams work agile, but "the business" works more traditionally project-based, and understands what is needed to align both
• Has simultaneously guided multiple scrum teams in complex organizations that are in full motion both organizationally and substantively.
• Has guided teams working in an environment where both legacy systems and the transition from legacy to a modern, state-of-the-art application portfolio are an important part of the teams' work
• Has completed training or is certified in the direction of Agile Coach and Scrum Coach for both the operational and tactical layers of organizations.
• PSM I or equivalent training.
• Has knowledge of and experience with applying the SAFe framework
• Has knowledge of and experience with guiding teams undergoing a transition.
• Has experience with quarterly planning and its preparation and organization.
• Has demonstrable affinity with software engineering and the development of custom ICT solutions
• Agile methods including Scrum, SAFe, Lean Kanban
• Guiding organizational change
• Coaching behavioral change
• Combines empathy with goal orientation
• Experience with agile development teams in collaboration with a project-oriented client.
• Excellent communication and presentation skills and able to communicate at different levels, both written and oral.
• Knows how to engage colleagues at all levels
• Experience in the (semi) public sector
• Experience with project and/or program management
• Inspiring personality: a good dose of energy, initiative, planning, and the drive to achieve results together with the teams.
• Down-to-earth and practical mindset.
• Ability to communicate clearly, openly, and convincingly.
