Assignment Description
For the Permitting, Supervision, and Enforcement (VTH) team, we are looking for an experienced Coordinator of Permitting who combines operational coordination with substantive expertise in the permitting domain.
Working at the municipality of Súdwest-Fryslân means working on something that is visible and matters. For our residents and for our 89 villages and towns. We are large in space, but we work together in a small and involved way. With colleagues who know each other, take everyone's opinion seriously, and together build a livable and future-oriented municipality.
Good permitting is important for this. Applications must go through the process carefully and on time, and permit officers must be able to perform their work well. This requires someone who maintains an overview, looks ahead, identifies bottlenecks, and ensures that the right people are involved at the right time.
About the Team
You will be working in the VTH (Permitting, Supervision, and Enforcement) team, one of the teams within the Environment Chain. The team consists of approximately 35 colleagues. Last year, we introduced a new working method for processing our applications. Therefore, there is still a lot of work being done on the further development of the team and work processes.
This assignment is a combination of coordinating activities and permitting.
The Assignment
Coordination and Progress Monitoring
You are the first point of contact for permitting and ensure that permit applications proceed smoothly through the process. You also ensure that the quality of our service receives continuous attention. Colleagues know to find you for substantive and procedural questions, and management and the executive board can also turn to you for advice on developments, capacity, priorities, and bottlenecks within permitting. You connect execution, management, and policy, and ensure that everyone has the same up-to-date information.
You have an overview of the workload, the progress of files, and the quality of execution. You coordinate the daily activities within permitting, monitor the progress of applications, and identify stagnation. You intervene where necessary. You ensure a balanced distribution of tasks, bring the right people together at the right time, and ensure that agreements are met.
Advising and Further Development
You also play an important role in the further development of permitting. Based on your knowledge of the operational practice, you identify opportunities for improvement. You contribute to more efficient work processes, better collaboration, and uniform working methods. You translate new laws and regulations, policy developments, and organizational changes into what they mean in practice for permitting. You also make an active contribution to projects, policy development, and organization-wide issues.
In doing so, you focus primarily on the procedural aspect of permitting: how can we organize the work smarter, improve service delivery, and better align execution and policy?
Permitting
In addition to these coordinating and advisory activities, you are actively involved in permitting. You handle, among other things, more complex and/or politically sensitive permit applications. You carefully weigh different interests, laws and regulations, and policies against each other. This way, you stay close to the operational practice and keep track of developments and bottlenecks within the field. You also support colleagues with complex issues, encourage knowledge sharing, guide new colleagues, and contribute to the further professionalization of the team.
Who Do You Work With?
You will work closely with your colleagues within the VTH team and with colleagues from other teams within the Environment Chain. Where necessary, you bring different disciplines together and ensure that involved colleagues can contribute their expertise in time, and you keep track of the coherence and progress of the process. You also liaise with management and the executive board on developments, capacity, priorities, and bottlenecks within permitting. You also have contact with initiators and external parties. They may have different wishes and interests.
You listen to what is going on, ask the right questions, and make clear what is possible within legislation and policy. You adapt your communication to the situation and your conversation partner.
Competencies
We are looking for a strong discussion partner who easily switches between colleagues, management, executive board, and external partners. Even when many things are happening simultaneously, you maintain an overview. You know what has priority, identify where action is needed, and intervene in a timely manner. You ensure that the right people are involved and keep an eye on both the result and good collaboration.
You bring people and different interests together and communicate clearly about what is needed and possible. You sense what a situation requires and adapt your communication accordingly. You are aware of the administrative and social environment in which you work and understand which interests may play a role.
With complex issues, you can distinguish between main and secondary points. You arrive at a careful judgment and translate it into clear and actionable advice for colleagues, management, and the executive board. You look beyond the individual file. You see where processes, collaboration, or service delivery can be improved and take the initiative to implement improvements.
- You maintain an overview of the workload and progress
- Support colleagues with complex issues
- Advise the team manager on developments, capacity, priorities, and bottlenecks
- At the same time, you remain closely involved in the substance by handling more complex and/or politically sensitive permit applications yourself.
