Assignment Description

For the municipality of Heerenveen, we are looking for an experienced Data Analyst for the Social Domain who will be responsible for continuing, updating, and delivering existing management information, reports, and dashboards. Within the social domain, there is a need for reliable and current steering information for policy, execution, management, and governance. The municipality uses various source systems, including Suite4Sociaal Domein, Stratech, and MensCentraal. IBM Cognos is used for business intelligence and reporting.

As a Data Analyst, you will work at the intersection of municipal processes, information provision, and technology. The emphasis is on maintaining and improving existing information products, analyzing data, and translating outcomes into usable steering information.

Desired Outcome

At the end of the assignment, the existing management reports and dashboards will be updated, the continuity of steering information will be guaranteed, and working methods, changes, and management agreements will be carefully documented and transferred.

• Maintain, update, and make available existing reports and dashboards in Cognos.
• Extract, combine, and analyze data from Suite4Sociaal Domein, Stratech, MensCentraal, and other relevant sources.
• Inventory and align information needs with management, policy advisors, and operational teams.
• Perform analyses on volumes, lead times, costs, waiting lists, inflow, outflow, and use of facilities, among others.
• Identify deviations, trends, and potential data quality issues.
• Apply existing KPI definitions, calculation rules, and reporting agreements.
• Translate analyses into concrete conclusions and governance-usable steering information.
• Coordinate with functional management, information provision, finance/control, privacy, and information security.
• Document activities, changes, and reporting agreements.
• Transfer knowledge and management agreements to municipal employees.
• Minimum HBO (higher professional education) work and thinking level, demonstrable in the CV.
• Minimum 3 years of experience as a Data Analyst or BI Analyst.
• Demonstrable experience with Cognos Reporting or Cognos Analytics.
• Demonstrable experience with data analysis within a municipal or government organization.
• Experience with social legislation and processes within the social domain.
• Demonstrable experience with SQL and data modeling.
• Experience with data analysis within the municipal social domain (Wmo, Jeugdwet, Participatiewet, and/or Debt Counseling)
• Developing dashboards, reports, and management information in Cognos
• Data extraction and analysis within Suite for Social Domain
• Experience with MensCentraal, Burgerzaken (Citizen Services), or similar customer view systems
• Translating analyses into governance and management information
• An up-to-date CV of a maximum of 3 pages.
