Jobbeschreibung

As a Domain Architect for Care & Welfare, you will translate future visions into concrete architecture for the PGB landscape, working at the intersection of IT, business operations, and development teams.

Project overview

Three reasons why this is your assignment:

You translate a developing future vision into concrete architecture for the further development of the PGB landscape.

You work from the CIO Office at the intersection of information architecture, applications, business operations, and daily development with multiple teams.

You bring structure and coherence to an environment where not all frameworks are yet established and where your analyses directly contribute to decision-making and realization.

What you do:

Achieving the objectives and strategy of the SVB relies heavily on adequate and reliable information provision. The personal budget (PGB) service is supported by specialized applications, extensive data processing, and information exchange between various organizations within the PGB system. The PGB landscape consists of several core applications and their associated management. Further development requires careful architectural analysis, coherence between existing and future solutions, and a good translation of architectural direction into the work of programs and teams.

As a Domain Architect, you will work closely with the Senior Domain Architect, other architects, the Management of Care & Welfare Services, and the IT Management from the CIO Office. In practical terms, you will largely collaborate with the programs and teams that prepare and execute further development and delivery. You will work in an environment where the target architecture, architecture roadmap, and various cross-organizational frameworks are still being developed. Simultaneously, teams need to make choices and progress.

Therefore, you will regularly work with preliminary direction, scenarios, and explicit assumptions. You will translate this direction into concrete architectural elaborations, impact analyses, architectural epics, design principles, and decision points. You will clarify what is known, what assumptions are being made, what dependencies are still open, and what choices need to be made at a higher level.

You are not a passive manager of architectural frameworks. You actively contribute to articulating the demand by highlighting where coherence is lacking, what information is needed, and which architectural questions need to be answered first. You will coordinate closely with the Senior Domain Architect. You will prevent temporary program solutions from inadvertently becoming permanent architectural choices.

Delivery is expected to be organized with multiple teams working in coordination, possibly in the form of an Agile Release Train. From the CIO Office, you will fulfill the architectural role within this delivery process. You will connect the domain architecture with program and team practices and ensure that teams work from a common architectural direction. You will translate the developing target architecture into epics, enablers, architectural frameworks, and design principles. Conversely, you will bring issues and dependencies from the teams back to the domain architecture.

You will work closely with product management, product owners, solution architects, development teams, security experts, and those responsible for the organization and management of delivery.

What you will work on specifically:

You will elaborate on parts of the vision and target architecture for Care & Welfare and the PGB application landscape.

You will map out the existing PGB landscape, information flows, applications, dependencies, and relevant generic provisions of the SVB.

You will develop information architectures and domain-specific sub-architectures needed for the further development of PGB.

You will conduct architectural impact analyses to support choices within the further development of the PGB landscape.

You will identify differences between the current and desired situation and help develop solution and transition scenarios.

You will fulfill the architectural role from the CIO Office within a delivery process involving multiple collaborating teams, possibly organized as an Agile Release Train.

You will translate the target architecture and architecture roadmap into epics, enablers, frameworks, and design principles for delivery.

You will support the analysis and architectural preparation of epics and make dependencies between teams, systems, and data flows visible.

You will monitor the coherence between solutions from different teams and prevent local design choices from conflicting with the future vision for PGB and Care & Welfare.

You will bring architectural issues from the train and teams back to the Senior Domain Architect and ensure that necessary decisions are prepared at the appropriate level.

You will identify risks, dependencies, technical debt, and choices that have long-term consequences.

You will make explicit which assumptions are temporarily used and which topics require further decision-making.

You will work closely with product management, product owners, development teams, security experts, solution architects, and program management.

You will document architecture using ArchiMate and Bizzdesign and ensure that models, analyses, and advice are usable for decision-making and realization.

You will actively contribute to teamwork, knowledge sharing, and the further professionalization of the architect team within the CIO Office.

Who you are:

You are an experienced and independently operating architect who combines analytical ability with a pragmatic working style. You can achieve concrete progress without waiting for every framework to be fully established. At the same time, you keep an eye on the long-term vision and prevent temporary solutions from unintentionally defining future organization. You can handle ambiguity and changing insights. You make assumptions visible, work carefully with successive versions, and adjust your elaborations when new information or management decisions warrant it.

You know when you can act independently and when an issue needs to be escalated to the Senior Domain Architect, program management, or a management decision-making table. You actively seek collaboration within the architect team and with the teams in the delivery process. You are substantively strong, but not dogmatic. You can explain complex issues simply and help stakeholders move from abstract architectural direction to actionable choices. You have experience with architecture within an Agile environment.

You understand that architecture is not separate from epics, enablers, prioritization, and cross-team dependencies. You can translate architectural direction into usable frameworks for teams and simultaneously ensure that the short term does not compromise the long-term vision.

Requirements

Minimum of five years of experience as a Domain Architect, Information Architect, or Solution Architect within complex change initiatives.

Experience as a Solution or Information Architect who has demonstrably worked across domains and is ready for a broader role as a Domain Architect.

Experience with complex application and information landscapes and extensive data processing.

Knowledge of information architecture, application architecture, and their coherence with business and technology architecture.

Experience with digital transformations, modernization, or comparable transition programs.

Demonstrable experience as an architect in an Agile environment with multiple collaborating teams, preferably within an Agile Release Train or a comparable scalable delivery model.

Experience translating architectural goals into epics, enablers, frameworks, and concrete design choices.

Experience with architectural governance across multiple teams and making cross-team dependencies visible.

Experience collaborating with product management, product owners, solution architects, development teams, and security experts.

Familiarity with the role distribution and decision-making within a scalable Agile methodology.

The ability to work with preliminary frameworks, scenarios, and explicit assumptions.

The ability to perform impact analyses and make complex dependencies visible.

Knowledge of architectural frameworks and reference architectures, such as TOGAF and NORA.

Knowledge of ArchiMate and experience with Bizzdesign.

Technical insight into existing and modern application landscapes, integrations, data exchange, and platform services.

The ability to translate abstract direction into clear, concrete, and actionable proposals.

Good skills in collaboration, communication, and stakeholder management.

Persuasiveness without hierarchical power.

Political-organizational sensitivity and the ability to accurately assess the scope of decisions.

The willingness to share work early, incorporate feedback, and develop architectural products iteratively.

-When offering a candidate for the above request, a subcontracting arrangement is not permitted. The candidate must be employed by your organization. If there is an extra link in the chain, we will not consider your offer and will reject it immediately.

-A valid VOG (Certificate of Conduct) is required upon engagement; starting earlier is not possible.

Additional Information:

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited, from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) quarterly. In this, a certified accountant (AA or RA) will issue a statement on the accuracy, completeness, and timeliness of the remittances.

Please note, the costs for this statement are at your own expense.
