Assignment Description

The AFM is undergoing a transition to steer and work more agilely. Developments in the financial sector require the AFM as an organization to take the next step. This includes increasing data-driven work, greater use of AI, and growing opportunities for cross-border services combined with geopolitical issues. Therefore, in 2025, the AFM will start implementing the 'Supervision with Future' change program. Components of this program include adjustments to structure and working methods – with a focus on data-driven, multidisciplinary, disciplined, and agile working.

To increase agility throughout the organization, all teams have been guided in an agile way of working recently. For future new employees, the AFM now wants to develop an e-learning on agile steering and agile working. The e-learning should provide a suitable knowledge base for various roles within the organization, such as team member, scrum master, product owner, and manager. For existing employees, the AFM wants to have micro-learnings designed for deepening knowledge and addressing specific learning questions.

For this assignment, we are looking for an independent professional due to the specific expertise required in learning design, adaptive learning paths, and digital learning solutions. This specialized knowledge is currently not available within the AFM.

Deliverable Obligation

The assignment has a clear deliverable obligation. The contractor is responsible for realizing and delivering a working e-learning that meets the following requirements:

· A fully developed and deployable e-learning for new employees.

· Ability to adapt content and learning paths to the user (adaptive learning paths).

· Full alignment with the AFM house style.

· Technical integration within the existing AFM systems.

· A solution that can be easily managed and adapted by the AFM.

· Provision of reports and data analytics to monitor and further develop the use and effectiveness of the e-learning.

The assignment is successfully completed once this e-learning has been delivered and can be put into use in accordance with the above requirements.

Requirements

Completed university education (WO), for example in Business Administration, Public Administration, or Organizational Sciences.

Certified in Agile and Lean.

Wishes

Certified in building AI agents.

Minimum of 10 years of experience guiding organizations through change.

Demonstrable experience implementing an agile way of working in medium-sized organizations (at least 500 employees).

Demonstrable experience developing training programs and e-learnings using AI.

Possesses basic knowledge of privacy legislation (GDPR), responsible use of AI, and information and data security.

Employment Conditions

This is an assignment with an intended start date of November 2, 2026, with a duration of 3 months. The assignment is for a minimum of 18 and a maximum of 27 hours per week. There is an option for extension for a maximum of 5 months until June 30, 2027.

Please note: you may be asked not to submit hours during the last 2 weeks of the year.

The freelancer must provide their own laptop, phone, and other office supplies.

Additional Information

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as the contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The purpose of the 'WKA' is to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is based in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement on the accuracy, completeness, and timeliness of the remittances.
