The assignment is for a consultant in the role of economist/controller who can be responsible for reporting on EU projects and developing routines related to EU funding.

General Information about the Assignment

The assignment may involve travel to the E-Health Authority's office in Kalmar. Travel is booked and paid for by the E-Health Authority.

The supplier does not have the right to charge any costs for travel time and per diems.

Other travel is not currently planned and, if applicable, should be ordered by the immediate manager at the authority.

Remote Work

It is possible to perform parts of the assignment remotely, but this must be done in dialogue with the client, and the client decides if/when remote work is relevant. Currently, the E-Health Authority allows for remote work two days a week.

Value deductions per criterion are determined based on the achieved level and the maximum amount for each criterion.

• Supports managers and employees in the organization on issues related to budget, follow-up, and reporting of EU projects
• Oversees the reporting of EU projects
• Is responsible for ensuring that departments driving EU projects receive the controller support they need
• Is responsible for documenting and improving routines and work processes related to the EU projects
• When necessary, works with other controller tasks related to the authority's budget, forecast, and follow-up
• The consultant's ability to account for the assignment's execution and identify potential challenges
• The consultant's ability to analyze and understand the actual operational needs and propose appropriate solutions
• The consultant's pedagogical and communication skills
• The consultant's ability to collaborate with the team, client, and end-users
• The consultant's experience in relation to the specified mandatory requirements and any value-added requirements

Requirements

• At least 4 years of experience in administration, follow-up, and reporting of EU projects
• At least 4 years of experience in accounting and financial reporting
• Familiar with reading and writing simple reports in English
• The bidder must hold an F-tax registration and prove this by attaching a valid certificate of F-tax registration in the bid
• The consultant must achieve at least competence level 2 according to the framework agreement: Knowledge: High competence and education in the relevant area. Experience: Has worked as a consultant in the relevant area and serves as a role model for other consultants at a lower competence level within the current industry/area. The level is normally achieved after 4-8 years of work as a consultant in the current role. Leadership: Ability to take responsibility for sub-areas and can lead a small group. Independence: Ability to work independently
• Experience working as a consultant or employed as a controller at a government agency
• Familiarity with working in Unit4 ERP (Agresso)
