Jobbeschreibung
Seeking a freelance advisor for AI governance and policy automation within the CDO-Office of Justice and Security (JenV). The role involves creating guidelines and frameworks for the responsible use of algorithms and AI.
Responsibilities
Competencies
Background of the assignment
The CDO office is responsible for developing and monitoring algorithm and AI policy within the CIO system/CIO office. JenV wants to use algorithms and AI more and more in processes, and clear frameworks are needed for this, which we describe in the policy. We use the European AI regulation as our primary legal framework.
This profile (and also the second profile under characteristic 10100071582) concerns a replacement for other temporary colleagues. The team needs to be brought back to full strength (from a team of 5/6) so that the (further) development can be continued for the two policy products. These two projects run until the end of 2027.
- You formulate clear guidelines and practical handbooks for each step in the AI process: from business analysis and model development to deployment and monitoring. These are based on legal frameworks (including AI regulation), government standards (including algorithm framework BZK), and best practices from the field.
- You collaborate with other authors of policies and handbooks to translate them into practical controls in the toolchain.
- You support data and AI teams and other CDO offices in applying the policy in practice, identify compliance gaps, and help remove impediments.
- You define guidelines for, for example, self-assessments for development teams: checklists, review processes, and KPIs for each phase of the AI development process.
- You design and maintain the policy repo, branching and review methods (Trunk Based), and ensure versioning of policy texts, code, data models, and documentation.
- You set up CI/CD pipelines (preferably GitLab CI) for quality checks (linters, tests), security (SAST/DAST/Dependency scanning), and automatic evidence collection (artifacts, logs, dashboards) for audits.
- Analytical & Quick Switching: You quickly grasp technical and organizational issues and translate them into pragmatic solutions.
- Communicative & Connector: You easily maintain contact with various disciplines and ensure a broadly supported approach.
- Eye for Detail & Risk-Aware: You monitor the traceability, reliability, and security of AI processes.
- Results-Oriented & Inspiring: You encourage teams to innovate responsibly and ensure that policies are actually followed.
Requirements
Candidate has HBO/WO thinking and working level in computer science, software engineering, data engineering, or a related field.
Candidate has at least 2 years of demonstrable experience with Git-driven development processes and DevOps/MLOps in a complex organization.
Candidate has affinity with data and AI development processes and basic knowledge of (European) AI legislation and governance frameworks (e.g., AI Act, BIO).
Wishes
Candidate has experience within an administrative context; preference for government.
Candidate has experience with risk and quality management (e.g., ISO standards 9001, 31000, and 42001, NIST AI RMF) and with security and code quality scans in the pipeline.
Candidate holds certifications such as Certified AI Compliance Officer (CAICO) or AI Governance Professional (AIGP).
Candidate possesses strong communication and writing skills: you make complex technical subjects understandable for policy and implementation.
Candidate has experience in formulating standards, policies, or architecture documents within a complex (administrative) environment.
Candidate has experience with version control of documentation and evidence (e.g., Markdown, artifacts) and setting up an auditable change and release chain.
Candidate has hands-on experience with CI/CD pipelines (e.g., GitLab CI, Azure DevOps, GitHub Actions) and policy-as-code implementations (such as OSCAL or OPA/Rego).
Competencies: analysis, creativity, networking, environmental awareness, organizational sensitivity, persuasiveness, planning and organizing.
