Assignment Description

KOOP is looking for an Information Analyst to contribute to the PUC (Publication Platform Execution Content)-Next project. As an Information Analyst, you will be responsible for analyzing the current PUC application and translating the Program of Requirements (PvE) into concrete use cases. Together with the product owner, you will formulate concrete user stories. The acceptance criteria for the user stories will serve as clear guidelines for realization by the developers in the scrum team and as a basis for the (acceptance) testing of the delivered functionalities.

During the analysis and development, specific attention will also be paid to the management and further (re)development of the necessary tools, in close collaboration with the (functional) administrator(s).

You will act as a link between business and IT, translating complex issues into understandable and applicable solutions. The analyst will proactively collaborate with other chain partners, including UX designers, system architects, and product management. You will ensure that all involved parties have a shared understanding of the requirements and that there is consensus on the approach. In this role, it is essential that you are analytically strong, communicative, and have an eye for detail.

Responsibilities

Background of the assignment

The PUC (Publication Platform Execution Content) product is very outdated and needs to be replaced with a new system. The tender process to find a supplier who will functionally rebuild the system 'as-is' has just begun. According to the current schedule, the first version of the new system will go live in Q1 2028, after which the old system will be decommissioned. In the meantime, this outdated system must also continue to operate.

In addition to the construction work by the external supplier, there are also tasks that KOOP must perform, such as: setting up the new environments; detailing use cases and user stories; configuration and connection with KOOP systems (including the search engine); contributing to the implementation and testing process; reporting to the Steering Committee (consisting of 8 clients/users).

Both the PUC Next project and the current PUC application are currently staffed with one person each (a project leader for PUC Next and a functional administrator for PUC). The intention is to set up a team that will be responsible for both keeping PUC running (no further development will take place on this due to its decommissioning) and the PUC Next project. The latter includes overseeing the correct execution of the assignment by the future supplier and performing the tasks listed above. This team will consist of a Product Owner, a developer, an information/business analyst, and a part-time scrum master.

Additional Information

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as the contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid - WKA). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the accuracy, completeness, and timeliness of the remittances.

• Extensive experience with specifying (and aligning) user stories in an agile scrum team (3 years)
• Experience with analysis for online applications (3 years)
• Informatics Education (HBO or university level);
• Experience working in Agile or Scrum environments is a plus;
• Experience with functional management is a plus;
• Experience organizing test and implementation processes is a plus;
• Strong problem-solving skills and a results-oriented approach are a plus;
• Experience working in government projects is a plus.
