Jobbeschreibung

An independent regional energy network is seeking an interim chair to oversee relationships, trust, knowledge, and ongoing activities, while also guiding the network's future development towards energy transition and CO2 reduction.

Project overview

Organization

You work for an independent energy network in the East of the Netherlands, with a province as the formal client. The network consists of over 220 organizations and professionals who share knowledge, stimulate collaboration, and advance initiatives. The partners are working towards a climate-neutral region by 2050, with ambitions for 2030: 55% less CO2 emissions compared to 1990, 50% energy savings, and 50% clean energy.

The collaboration focuses on four areas: emission-free mobility, built environment and SMEs, energy system and society, and energy-intensive industry. An administrative partner council provides direction for the strategic course and tasks. An advisory board monitors core values and acts as a critical sparring partner. A professional secretariat and directors support collaboration within and between the focus areas.

Interim Chair Energy Transition

As Interim Chair of the Energy Transition, you are the face and driving force of the network. You work independently for all partners and stand between the parties, who participate on an equal footing. You keep the network alive, maintain sustainable relationships, and actively seek partners who contribute to the energy transition from their own role and responsibility.

The assignment requires continuity and further development. You maintain knowledge, engagement, and activities, and know which parties are needed to advance substantive issues. You lead through content, consultation, dialogue, and natural authority. You will work closely with the partner council, the advisory board, the secretariat, and the directors.

You fulfill an independent role, coordinate with the team and the client, and work on the basis of an effort obligation. You are not responsible for independently achieving concrete, defined results. The activities are personal and require long-term commitment, including willingness to fulfill possible extension periods.

  • Background: An independent regional energy network seeks a chair to monitor the continuity of relationships, trust, knowledge, and ongoing activities, and to guide the further development of the network.
  • Intention: An engaged and cohesive network that contributes to the energy transition and CO2 reduction through sustainable collaboration.
  • Personality x Skill: You combine natural authority and political-administrative sensitivity with substantive knowledge of the energy transition. You connect equal parties with diverse interests and mobilize them without formal power.
  • As Interim Chair of the Energy Transition, maintain and expand the network and, together with partners, determine what is needed for the energy transition and CO2 reduction;
  • Guide and support the collaboration process so that partners and participants can work towards common goals under favorable conditions;
  • Identify opportunities, bottlenecks, and dilemmas and translate them into focus points for the ongoing agenda, aligned with the steering group and informed by the strategic partner council;
  • Act as the primary point of contact for participating parties and represent the network in national, supra-regional, and substantive meetings where relevant;
  • Actively maintain formal and informal contacts, strengthen mutual relationships, and monitor partner engagement in activities and working groups;
  • Monitor and strengthen continuity, knowledge, and engagement in the network and provide direction for further development;
  • Guide the secretariat and directors and stimulate coherence, collaboration, and mutual reinforcement between the four focus areas;
  • Advise, both upon request and unsolicited, on the organization, content, and outcomes of the focus areas;
  • Monitor process quality, progress, agreements, and financial and administrative execution;
  • Manage financial resources and annually submit a budget proposal to the advisory board for approval, with insight into expenditures and resource allocation;
  • Together with the advisory board, prepare the agenda for the partner council;
  • Anchor the focus areas in the regions and maintain contact with relevant regional administrators.
  • It is worthwhile to apply without government experience; experience with public stakeholders and a political context is required;
  • Available from January 4 to December 31, 2027, for an average of 28 hours per week, and willing and available to fulfill the full potential duration, including 2 extensions of 12 months, barring unforeseen circumstances;
  • Minimum of a relevant, completed, and recognized university degree. State the name of the degree, location, field of study, and graduation year;
  • Minimum of 5 years of experience AND experience in at least 3 assignments or projects as a process director or process facilitator of complex processes with multiple private and public stakeholders with diverse and sometimes conflicting interests, also in a political context. Experience solely as a line manager, program manager, or project manager is not sufficient; explicitly explain when process direction or facilitation was part of such a role;
  • For this process experience, concretely describe at least 3 assignments or projects that substantiate a minimum of 5 years of experience. Name the private and public stakeholders and their diverse or conflicting interests. A process is understood as: addressing a complex common problem for which various parties with different interests are needed to reach a solution;
  • Experience in leading complex organizations with diverse stakeholder interests in a private and public law context, including budgets and financial accountability. Substantiate this with at least 2 concrete assignments or projects and describe the stakeholder interests and your role;
  • Minimum of 5 years of experience with and substantive knowledge of current developments in energy transition and climate policy. Concretely describe the relevant experience and your role. Energy transition here refers to the structural change from fossil fuels to renewable energy, including energy saving.
  • Experience in various network organizations in achieving agreement between many parties, including governments, companies, and citizen representatives, without formal authority, and achieving results within that collaboration. Substantiate this with practical examples and concrete results;
  • Experience within the energy transition or transitions in comparable situations, substantiated with practical examples. This concerns structural change; energy transition encompasses the shift from fossil to renewable energy, including energy saving;
  • Experience with political-administrative relationships and acting within them to achieve results and connect parties. Describe practical examples and specifically mention the results achieved:
  • Experience in initiating and stimulating constructive and effective collaborations between government, companies, and citizens, substantiated with practical examples;
  • Experience in governing, organizing, and/or leading within societal tasks and contexts, substantiated with practical examples.
  • Connecting ability: building, maintaining, and strengthening relationships; bringing parties together and creating support;
  • Proactivity and initiative: investigating needs, thinking ahead, and being a visible ambassador for the energy transition;
  • Handling conflicting interests and resistance: analyzing and weighing interests, promoting mutual understanding, and reaching agreement;
  • Analytical ability: dissecting complex issues, separating main and secondary points, and maintaining an overview;
  • Strategic action: listening, empathizing, critically questioning, looking ahead, and acting with political sensitivity.
  • CV tailored to the assignment, prepared in Dutch, Word format, max. 5 pages;
  • Provide a brief motivation for this assignment (max. 1 page);
  • 2 references with contact details (These may be consulted by the client during an intake interview);
  • You will receive a confirmation of receipt within 24 hours and a reasoned feedback within 3 days after the closing date/assessment.
  • If you have questions in the meantime, you can contact the contact person for more information, e.g., about who the end client is and about the assignment agreement. We can also transparently advise you on pricing.
