Assignment: Open Source Consultant

From the Sovereignty and Autonomy program, we are looking for a consultant who can make the preparations for the migration of our on-premise Exchange/Outlook platform to an Open Source mail platform.

Assignment Description

The assignment involves selecting an Open Source mail platform that meets the security requirements of the Dutch government. The organizational aspects and the impact on the existing team must be taken into account. The report with the elaboration, the final substantiated choice, and the migration scenario must be accepted by the organization itself but also coordinated with 2 other ICT service providers within the Dutch government.

Client SSC-ICT is the largest IT service provider for and by the government. The Unified Communications department is responsible for offering and maintaining communication solutions in the broadest sense. In the context of this assignment, you will work in the UC Mail team.

To continue to serve our ministries well, we want to develop further. We do this in interaction with our clients, the ministries. Because we are the IT service provider for and by the government, and are proud of our public task and the large-scale projects that matter.

The origin of SSC-ICT

At the beginning of this millennium, all ministries managed their own – and independently – ICT workplaces for their civil servants. To create one efficient and uniform line for this service, the various ICT organizations bundled their activities. Over the years, there have been various compositions and names, but since 2014 SSC-ICT has been a fact.

Where are we now?

SSC-ICT has grown into an organization of approximately 1,200 employees and contributes to a modern government service with secure, flexible, and effective IT services. We provide these services to the following ministries:

IT must always be available and is increasingly crucial for the primary processes of these ministries. Our government colleagues work at different locations and on different devices: via desktop and laptop, but also on tablet and smartphone. Speed and flexibility are becoming increasingly important. Providing IT for and with the government is a challenging task. The field of work is diverse and the security requirements are high.

Where are we heading?

SSC-ICT is growing into one organization with one face. We continue to work on a transparent way of working and optimal service delivery: standard where possible, customized where necessary. The ministries rely on our secure, reliable IT services that are always available. The goal: to deliver stable IT services in a rapidly changing digital world.

SSC-ICT Business Unit IT Standard Services (BST)

This business unit has the main task of providing services that have no direct link to a unique (primary) process of clients and are therefore suitable for standardization. These services are also suitable for offering uniformly to all or multiple clients.

Requirements

The candidate has at least a completed HBO IT education. The candidate has demonstrable experience of at least 2 equivalent Open Source selection processes in the last 5 years.

Wishes

Experience with Exchange and Outlook. Experience with Open Source products such as OpenXchange and/or Grommunio. At least 2 years of experience with Agile and Scrum. The candidate has experience in a Dutch government organization. The candidate understands the assignment and fits within the organization.

Competencies

Team player with a proactive attitude. Good communication skills. Attention to non-technical aspects.

Additional Information

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain and Importer Liability Act (Wet keten- en inlenersaansprakelijkheid). The purpose of the 'WKA' is to prevent abuse in the payment of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay the payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the payments.
