Pioneer & Community Manager Agile Legislation Implementation (Interim)

Project overview

As a pioneer and community manager, you will build two government-wide communities that better translate laws and regulations into digital implementation.

Profile of the suited interim professional:

• Inventory existing initiatives, communities, and expertise and interview key individuals about needs and bottlenecks
• Develop a supported implementation plan with agenda, governance, roles, working methods, and milestones
• Activate the Doing Community by connecting organizations and setting up pilots, working groups, and knowledge exchange
• Stimulate collaboration on methods, tooling, standardization, and digital support
• Develop the Learning Community by bundling educational offerings and making relevant research findable
• Collect training needs and research questions and coordinate with education and research partners
• Recruit and guide participants and organize contributions to digital knowledge platforms
• Monitor neutrality, transparency, and inclusivity and report on progress and impact
• Draw up a sustainable management plan and prepare the transfer to a structural management organization
• University work and thinking level
• Experience in analyzing stakeholders and managing communities within a public context with multiple organizations and diverse interests
• Experience in initiating and guiding collaborations, without hierarchical management
• Knowledge of the interests and working methods within policy, legislation, implementation, ICT, education, and science is a pré
• Knowledge of public rule management, legal analysis, and norm engineering such as FLINT and rules-as-code within the Dutch legislative and implementation chain (pré)
