Project overview

Assignment

As a temporary Policy Advisor Public Health and Prevention, you will ensure continuity and progress on a number of important health dossiers. The assignment combines policy development, coordination, accountability, administrative advice, and regional cooperation. You will maintain an overview and coherence, set priorities together with stakeholders, translate developments into concrete actions and advice, and steer progress and results. You will work closely with colleagues within the municipality, regional municipalities, Hecht/GGD, and other collaboration partners.

The assignment consists of the following parts:

You will coordinate the Implementation Program Health 2024-2027. You will monitor progress and spending of resources and ensure that outstanding actions are executed or assigned to the correct colleagues and partners. Additionally, you will coordinate the development of the Implementation Program Health 2028-2031. Together with involved colleagues, you will carry out the evaluation of the current program, the participation process, and the substantive and financial elaboration of the new implementation program.

You will be accountable for Hecht, including the GGD and Youth Health Care (JGZ). This includes, among other things:

In close collaboration with involved colleagues and partners, you will contribute to the local and regional efforts regarding Healthy and Promising Growth, including:

You will represent Krimpenerwaard where necessary in relevant regional consultations on public health and ensure the connection between regional developments and the local situation. From Promising Start and the accountability for Hecht, you will connect with relevant developments around IZA/AZWA and translate these to your own dossiers where necessary. Broad coordination of IZA/AZWA falls outside this assignment.

The most important health dossiers are on track substantively and procedurally, and necessary administrative and financial processes are completed timely and carefully. The most important concrete results are:

Profile sought

We are looking for an experienced and independent policy advisor who quickly brings overview and structure to a broad and coherent work package. You distinguish between main and minor issues, set priorities together with colleagues and partners, and steer progress and results. You are administratively sensitive and can translate substantive, financial, and administrative issues into clear advice. You recognize when administrative coordination or decision-making is needed and know how to position administrators effectively.

You are connecting and collaborative and move easily between the municipal organization, other municipalities, implementing organizations, and regional partners, and you know how to connect local, regional, and national developments.

Profile of the suited interim professional:

• Implementation Program Health
• Accountability Hecht (including GGD and JGZ)
• Administrative advice on Hecht and the associated administrative cycle;
• Coordination of the municipal review process regarding the Hecht 2026 annual accounts and Hecht 2028 budget;
• Guiding relevant documents towards the Municipal Executive and Municipal Council;
• Preparing and conducting periodic account meetings with GGD and JGZ;
• Timely and careful processing of the subsidy application for the additional services of the GGD;
• Organizing and, where necessary, initiating administrative coordination within the municipality, with Hecht/GGD/JGZ, and with municipalities in the (sub)region.
• Healthy and Promising Growth
• For Promising Start, you will be locally involved in the local coalition and coordinate the implementation of the action plan. Regionally, you will represent Krimpenerwaard in relevant consultations and ensure the connection between regional agreements and local implementation. You will also contribute to realizing the basic functionalities for Promising Start from the AZWA, including working towards the integrated family clinic.
• For vaccination rates, you will, together with involved colleagues, the GGD, and other relevant partners, implement the local action plan.
• Regional Cooperation and IZA/AZWA
• progress and financial control of the Implementation Program Health 2024-2027;
• a substantively and financially elaborated draft version of the Implementation Program Health 2028-2031. Formal decision-making on the implementation program is outside the assignment; a carefully and timely completed review process for the Hecht 2026 annual accounts and 2028 budget;
• continuity and coherence within the accountability and the relevant local and regional health dossiers.
• Demonstrable experience as a policy advisor within a municipal or comparable administrative environment;
• Knowledge of and experience with public health and prevention;
• Experience with administrative advice and decision-making processes;
• Experience with regional cooperation, preferably also with joint regulations;
• Experience with coordinating and writing policy or implementation programs;
• Sufficient financial insight to advise on budgets, subsidies, and P&C documents.
