Program Coordinator Digital Security

Project overview

You ensure effective program steering within the Digital Security Program. You monitor the coherence between projects, risks, dependencies, and BIO2 obligations and support the CISO in prioritization and decision-making.

You primarily focus on program coordination and program control. You independently determine the approach, methodology, and setup of the assignment and how you will achieve the agreed-upon results. You are responsible for achieving those results.

You coordinate where necessary with the program manager, client, and involved stakeholders, without hierarchical management from the organization. You are responsible for your own planning, work setup, and deployment of expertise. The assignment is results-oriented and not aimed at fulfilling a regular function within the organization.

You are not part of the line organization and do not replace an employee. The client exclusively assesses the delivered results and progress against the agreed-upon assignment results.

Workplace, working hours, and methodology are determined independently by you, as far as this fits within the nature of the assignment and the necessary coordination with stakeholders.

The Veiligheidsregio Utrecht (VRU) contributes to safety every day and is constantly improving.

• Demonstrably completed education at a minimum HBO bachelor's level
• Demonstrably in possession of a valid ISO/IEC 27001 Lead Implementer certificate
• Demonstrable work experience with the implementation of BIO and/or BIO2 within a government organization or security organization
• Demonstrable work experience as a substantive advisor in the field of information security towards CIO, CTO, and/or CISO
• At least one comparable assignment executed in the past 3 years within the security domain, including a safety region, control room organization, or police organization
• At least 3 years of demonstrable work experience in the past 5 years with program steering, program control, and/or program management within programs in the field of information security, digital security, or cyber resilience
• Demonstrable work experience with the Base27 Risk & Compliance Platform within an information security, compliance, or risk management environment
• Available from January 4, 2027, for between 18 to 36 hours per week for the entire assignment period
• You have demonstrable work experience with program coordination, program steering, program control, and/or program management within programs in the field of information security, digital security, or cyber resilience
• You have demonstrable work experience with assignments within a safety region, control room organization, police organization, or comparable organization within the OOV domain
• You have demonstrable work experience with stakeholder management within programs in the field of digital security, information provision, and/or information security, involving diverse interests and administrative decision-making
• You have demonstrable work experience with information security issues in the field of Continuous Threat Exposure Management (CTEM), Data Security Governance, ISMS, risk management, and/or vulnerability management
• You have demonstrable work experience with the implementation, programmatic steering, coordination, and/or assurance of BIO and/or BIO2 within a public organization
