Jobbeschreibung
Seeking a Program Manager to lead the area-based approach in the Gestelse Buurt and Zuid area, translating ambitions into an executable program and fostering collaboration between partners and residents.
Project overview
You are able to provide direction for the area-based approach in the Gestelse Buurt and Zuid area.
What will you do?
Area-based work is an ambition that the municipality of 's-Hertogenbosch wants to further develop. For this purpose, the pilot 'Gestelse buurt werkt!' was started in 2020. Residents, the municipality, police, Brabant Wonen, and Farent jointly created the Neighborhood Vision 'De Gestelse buurt Werkt!'. This vision was adopted by the municipal council in May 2020 for the period 2020–2030.
What is the assignment about?
This program is one of the 3 focus areas in which the municipality of 's-Hertogenbosch wants to learn from an area-based approach. The lessons from practice will form input for developing an organization-wide working method. The program is linked to other initiatives within the municipal organization, such as 'Samen maken we 's-Hertogenbosch' and the integral programming process UPOR.
By the end of 2026, the scope of the Gestelse buurt neighborhood approach will expand to the area-based approach for the Zuid area. This means that the (CBS neighborhoods) Zuid I, Bazeldonk, Bedrijventerrein Zuid, De Meerendonk, and Bedrijventerrein Pettelaarpark will be included in the approach. This will lead to an expansion of the program team with new partners and representatives, including from the planned Groot Meerendonk area development.
Together with the ROS department, you will take the initiative to draw up an area vision for the Zuid area with all partners and residents.
From the Integral Approach area-based work, you will connect with the other two focus areas, Kruiskamp/Schutskamp and Hambaken, where the area-based approach has been started. You will do this by sharing lessons learned, offering inspiration, and sharing insights, lessons, and best practices about process and collaboration. In case of bottlenecks, the program team will determine what is needed.
- You translate ambitions into an execution program in which partners and residents take their role.
- You connect social and physical tasks and stimulate collaboration within and outside the organization.
- You work on a joint area vision for the Zuid area and ensure good connection with other initiatives and focus areas.
- You bring knowledge about area-based work and share insights and lessons about processes and collaboration.
- You also prepare the administrative support group.
- You work on an urban network with, among others, housing corporations, welfare organizations, police, educational institutions, healthcare partners, and entrepreneurs, and you are the point of contact for strategic collaboration partners.
- You are able to inform the board and management about progress and risks, prepare administrative proposals and progress reports, and identify social and political developments.
- You can set measurable goals, monitor progress and effects, and adjust when results lag.
- You stimulate area-based work within the organization, help break down departmental boundaries, and promote ownership among employees and partners.
- You work together without a formal hierarchical position and create joint ownership.
- You steer on goals, finances, planning, risks, and social impact.
- You pay attention to interests, sentiments, and developments in the neighborhood, the city, and the municipal council.
- The candidate has demonstrable experience with complex social programs where multiple organizations and interests converge.
- The candidate has extensive experience with participation and resident involvement in a municipality of 100,000 or more inhabitants, where residents actually have influence on plans and execution.
- The candidate has a completed WO (university) education.
- The candidate has at least 1 year of demonstrable experience with area-based work in 's-Hertogenbosch, including knowledge of the neighborhoods, networks, partners, and administrative relationships.
