The activities will be carried out under the leadership and supervision of a public execution organization, therefore independent engagement is not permitted. Offering suppliers must be able to be included in the chain. For this, WAADI registration and a G-account are required.

In the context of 'Anders werken' (Working Differently), work is primarily performed from home. MS Teams is used for meetings and digital encounters. When physical presence is required, it will mainly take place at the following locations: Timmerhuis, Halvemaanpassage, or Delftseplein 29.

As Project Leader Stakeholders Housing First 010, you will manage the collaboration, profiling, and visibility of the Housing First approach. You will work at the intersection of program, communication, and organizational change. Your role: You will ensure that partners, employees, management, executive board, and politicians are kept informed in a timely, unambiguous, and appropriate manner about the shift towards a different approach to homelessness. You will connect strategic goals with concrete actions and communication tools.

In doing so, you will strengthen sustainable collaboration within a broad network including housing corporations, care providers, neighborhood partners, municipal departments, social organizations, and regional municipalities. You will work closely with program management, the communication advisor, the project team, and the process owners of the organizational change.

What will you do?

  • Manage network and collaboration: You will strengthen and maintain the stakeholder network around Housing First 010. You will organize collaboration, including through the communication working group, keep partners engaged, and identify bottlenecks. You will translate signals and diverse interests into concrete improvement actions and workable agreements.
  • Strengthen positioning and strategic visibility: In consultation with program management, you will manage positioning towards the executive board, politicians, partners, and the public. You will develop compelling core messages and stories and utilize strategic moments, including network meetings, to make the approach visible.
  • Translate strategy into resources and execution: Together with the communication advisor, you will develop and monitor an integrated internal and external communication and network strategy. You will coordinate the realization of, among other things, web and intranet content, newsletters, presentations, Q&As, information packages, visual aids, and materials for managers and network partners.
  • Support organizational change through communication: You will advise on stakeholder impact, communication risks, and support, and translate choices and scenarios into understandable messages. You will ensure that employees and partners understand what is changing, why it is happening, and how it contributes to Housing First 010.
  • Organize meetings and conference contributions: You will prepare regional network meetings, stakeholder dialogues, and advisory groups, and ensure appropriate content and resources.
  • Monitor results and adjust: You will monitor the planning, coherence, reach, understanding, and effectiveness of communication activities. You will report on progress, identify risks, and adjust the strategy and execution when necessary.

Requirements

You are an experienced project leader and strategic communication professional who easily switches between strategy and execution. You have a good understanding of administrative and organizational relationships, maintain an overview in a complex environment, and know how to connect people with different interests. You work independently and systematically, but actively seek collaboration to achieve supported results. You combine strong network management with change management and communication expertise.

You are visible, approachable, and convincing, without losing sight of the interests and sensitivities within the chain. You also bring calm and structure, make complex issues understandable, and turn resistance into involvement and action perspectives. You are connecting and network-sensitive, build sustainable relationships, and connect interests at the executive, management, and operational levels. You understand complex social and administrative issues and connect long-term goals with concrete results. You write and present clearly, convincingly, and target-group-oriented, even on complex or sensitive topics.

You set priorities, monitor deadlines, manage progress, and take ownership of execution. You are proactive and environmentally aware, and you are skilled at translating complex social, policy, and organizational issues into core messages, communication plans, and concrete resources. Finally, you have excellent oral and written command of the Dutch and English languages.
