The Position

The regions of Twente and IJsselland want to better organize youth care for young people with complex and multiple care needs. There is fragmentation, capacity problems, and a shortage of suitable small-scale facilities, appropriate education, and customized care. The phasing out of JeugdzorgPlus necessitates rapid development of regional alternatives.

The project manager will be tasked with developing a trans-regional plan for Overijssel together with municipalities, youth care providers, certified institutions, education, and other involved parties, and coordinating its implementation.

In short: the project manager must bring parties in Twente and IJsselland together and ensure a concrete, supported, and executable plan with which Overijssel can organize youth care for young people with complex care needs in a joint, coherent, and future-proof manner.

About the Company

SamenTwente is the umbrella organization of 3 professional execution organizations: the Municipal Health Service Twente (GGD Twente), Veilig Thuis Twente (VTT), and the Organization for Care and Youth Care in Twente (OZJT).

Each of the 3 organizations has its own position, identity, and recognizability within the SamenTwente framework. Both Kennispunt Twente, Samen14, and Twentse Koers are housed as guests within the organization.

With the execution organizations, they facilitate and carry out the tasks that governments have to ensure healthy, safe, and vital residents. They work with local and regional chain partners, stakeholders, and from and for the Twente society.

Only together can they establish cross-connections, strengthen substantive connections, identify issues early, set agendas, and better realize the quality of services and care tasks. The cooperation aligns with and strengthens the local ambitions, tasks, and efforts of municipalities and social partners. Prevention, health promotion, safety, and quality of life are the focus.

• Plan Development – Utilizing existing research and policy documents, analyzing bottlenecks, and developing the trans-regional plan and implementation agenda with stakeholders.
• Direction and Cooperation – Connecting stakeholders, creating support, forming a leading coalition, and organizing meetings/work sessions.
• Implementation and Monitoring – Managing working groups, monitoring progress, investigating funding opportunities, and developing a monitoring dashboard.
• Governance and Advice – Advising on trans-regional direction, coordinating decision-making, and ensuring connection with existing transformation tasks.
• a supported trans-regional plan for Overijssel;
• a concrete plan for small-scale residential facilities and alternatives for JeugdzorgPlus;
• a monitoring instrument/dashboard;
• clear administrative agreements on roles, responsibilities, and cooperation;
• reports and advice for the steering group and municipalities.
• Experience with project and program management;
• Experience in Youth Care;
• Experience with change processes and governance.
• Fixed-term or permanent contract (depending on your preference);
• Salary scale 11 cao-gemeenten, depending on knowledge and experience;
• Freelance (ZZP) is also possible;
