Project overview
Job Description Recruitment & Selection Advisor
Contribute to a more sustainable and economically stronger Netherlands. As a recruitment and selection advisor, you connect talent with the societal challenges that RVO works on. You advise managers on the right strategic approach for filling our vacancies.
Your activities:
You are the director of the entire vacancy process and advise managers within multiple departments of RVO, including the Operations and Procurement departments. From the moment a vacancy arises until the start of employment. You ensure that the process is conducted in an inclusive and objective manner.
Specifically, you will work on:
The vacancy intake, including writing an engaging and inclusive vacancy text
Assessing candidates together with the selection committee during the application review according to the objective method
Attending selection interviews where necessary, and in any case preparing the selection committee for conducting a structured interview
Conducting the employment conditions interview, including initiating the start of employment
The activities are partly strategic and partly operational. You will therefore easily switch from one to the other, and where you are needed, you will jump in immediately. This also applies if help is needed from colleagues with work from different departments and teams. This dexterity also applies to the use of various digital tools, such as our ATS, the vacancy overview in Excel, the extensive email traffic, and approaching candidates on LinkedIn.
Background of the assignment
You will be working in a diverse and driven team of twenty colleagues. We can guarantee that you will join a team where colleagues are there for each other. We work from trust, initiative, and results. Where we focus on our individual talents in our approach. Seeing and speaking with each other regularly at the office is not only pleasant but also ensures better collaboration and results. It helps to stay well connected.
You work from home, fully facilitated, and at one of our locations in Utrecht, The Hague, Assen, Zwolle, or Roermond. To get you started properly, you are expected at the location in The Hague at least two days a week. Every two weeks, we work together as a team at the office on Thursdays. We use that moment to catch up, align, and collaborate. This alternates between Utrecht and Zwolle. We also work remotely.
Requirements
Minimum 5 years of work experience as a recruitment & selection advisor, including with LinkedIn Recruiter, to find the right talent, demonstrable by CV.
Wishes
Demonstrable recent and relevant work experience with recruitment and selection within an executive agency of the central government
Experience advising vacancy holders in the recruitment of financial and procurement profiles
Demonstrable experience with an inclusive and objective application procedure
Demonstrable experience with various programs and systems (such as MS Teams and Excel and preferably SAP SuccessFactors) and administrative tasks
Competencies
You are a strong, yet customer-oriented conversational partner. You know what you are talking about and enjoy conveying it. In your advice, you strike a good balance between mutual interests, with an eye for the relationship. You not only focus on the wishes of the managers but also on those of the candidates you mediate. You are strong in planning and organizing and always keep an overview of your work. So that it can always be transferred to your colleagues. You must continuously switch between different vacancies, colleagues, managers, candidates, and tasks. You know how to set the right priorities.
You see bottlenecks or opportunities and provide unsolicited advice. You not only think (and plan) the entire vacancy process ahead but also place recruitment issues in the broader context of RVO and labor market trends. This is how you provide strategic advice. You find teamwork within a team just as indispensable as we do. You actively share your knowledge and show interest in the ideas of others. This is how we strengthen each other. You seek collaboration and help others where needed.
Additional Information
When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.
The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the accuracy, completeness, and timeliness of the remittances.
Please note that the costs for this statement will be borne by you.
