The engagement will focus on understanding existing business processes, stakeholder interactions, information flows and operational requirements associated with a developing regulatory framework.

• Lead business analysis activities throughout the discovery lifecycle.
• Work collaboratively with user researchers, service designers and policy stakeholders.
• Identify and document user needs, business needs and operational constraints.
• Map existing business processes, customer journeys and stakeholder interactions.
• Analyse information flows, existing systems and opportunities for process improvement.
• Engage with external businesses, industry stakeholders and internal government teams.
• Identify gaps, dependencies, risks and opportunities across existing processes and capabilities.
• Translate discovery findings into clear, evidence-based recommendations to inform future decisions.
• Extensive business analysis experience within UK Central Government, regulators or public sector organisations.
• Proven experience delivering GDS-aligned discovery phases for public-facing services.
• Strong business process mapping, requirements gathering and stakeholder analysis skills.
• Experience working in multidisciplinary Agile teams.
• Ability to bridge technical, operational and non-technical policy stakeholders.
• Experience analysing complex business processes and interactions across multiple organisations.
• Experience working in ambiguous or evolving policy and regulatory environments.
