Assignment

For a temporary assignment at the Authority for the Financial Markets (AFM), we are looking for an experienced Senior Financial Specialist (senior controller) who will contribute to the further professionalization of financial operations. The assignment focuses on two parts:

As a project leader, you will design, implement, and secure an efficient and controlled P2P process within AFAS Profit for various parts of the business operations, including Facility Management and Data & IT. You will connect processes, roles, and systems, ensuring better control over expenses, contracts, and management information. You will work closely with Finance & Administration, budget holders, contract managers, purchasers, and other stakeholders, ensuring clear governance and security.

Additionally, you will improve financial and non-financial management information. You will enhance data quality, clean up administrations, and automate reports with Power BI. You will also contribute to the further development of the data warehouse.

Responsibilities

• Leading the implementation of the P2P process within AFAS Profit.
• Analyzing and optimizing financial and administrative processes.
• Setting up and documenting processes, roles, authorizations, and internal control measures.
• Developing management information and KPIs for procurement, commitments, contract management, and expenses.
• Improving and automating Power BI reports and contributing to the further development of the data warehouse.
• Collaborating with financial administration, controllers, contract managers, facility management, IT, and other stakeholders.
• Applying LEAN principles for efficient and effective processes.

Requirements

Completed HBO or WO education, preferably in Business Economics, Accountancy, or Finance & Control.

Minimum 10 years of experience in (financial) control, financial operations, administrative processes, and tender processes.

Wishes

Experience as a project leader with the implementation of financial processes such as P2P within non-profit organizations.

Extensive experience with AFAS Profit.

Experience with Power BI, data warehousing, and management information.

Knowledge of contract management, commitments administration, and tender processes.

10 Strong analytical skills combined with a pragmatic, results-oriented approach.

Employment Conditions

This is an assignment with an intended start date from November 1, 2026, to January 31, 2027. The assignment is for a maximum of 32 hours per week. There is an option for extension for a maximum of 3 months.

Please note: you may be asked not to work hours in the last 2 weeks of the year.

Additional Information

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid).

The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities. The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is located in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities.

If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an auditor's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement on the accuracy, completeness, and timeliness of the remittances. Please note that the costs for this statement are at your own expense.
