Jobbeschreibung

As a Senior Domain Architect for Care & Welfare, you will provide direction for the development of the personal budget (PGB) system, working within the CIO Office to shape future vision and support decision-making in a complex, evolving environment.

Project overview

Three reasons why this is your assignment:

You provide direction for a socially important and administratively complex development concerning the personal budget.

You work from the CIO Office together with directors, program management, architects, VWS, and other organizations within the PGB system.

You are given the space to develop a future vision under conditions that are not yet fully elaborated, to support decision-making, and to further strengthen the architecture function.

This is what you do:

Adequate and reliable information provision plays a crucial role in achieving the SVB's objectives and strategy. The services surrounding the personal budget rely on specialized applications, extensive data processing, and information exchange between different organizations within the PGB system. The PGB landscape consists of various core applications and associated management. Further development requires a coherent future vision, a manageable transition, and clear agreements on responsibilities, collaboration, governance, and decision-making.

As a senior domain architect, you will provide direction for this from the CIO Office. You will work closely with the Care & Welfare Service Directorate, the IT Directorate, the other architects within the CIO Office, and the involved organizations within the PGB system. From the CIO Office, you will simultaneously monitor the broader perspective of the Care & Welfare domain and the SVB.

You will enter an environment where not all organization-wide architecture products, target visions, and frameworks are fully available. The architecture task, governance, and future design of the landscape are also still under development. Therefore, you will not only apply existing architecture. You will also help articulate the architecture questions, develop guiding visions, and organize the necessary decision-making for them.

You will distinguish between issues that can be resolved within the domain or program and issues that require decision-making within the CIO Office, the directorates, the SVB, or the broader PGB system. Where frameworks are missing, you will develop workable proposals, scenarios, and initial versions. You will make explicit which assumptions have been used, which uncertainties exist, and which decisions still need to be made.

Production is expected to be organized with multiple teams working in conjunction, possibly in the form of an Agile Release Train. You will ensure that the domain and target architecture guides this production. Together with program management, you will organize a workable connection between architecture governance within the teams and decision-making within the CIO Office, the involved directorates, and the PGB system.

What you will specifically work on:

You will help further articulate and prioritize the architecture task for Care & Welfare and PGB.

You will develop a supported vision and target architecture for Care & Welfare, including the PGB application landscape.

You will bring PGB 1.0, PGB 2.0, and the relevant generic provisions of the SVB into coherence and develop a guiding future vision for this.

You will develop scenarios and an architecture roadmap for the transition from the current to the future landscape.

You will provide architectural input for the further development of the PGB applications and their management.

You will advise on the desired collaboration, governance, and division of responsibilities between the SVB, VWS, and other involved parties within the PGB system.

You will support directors, the CIO, program management, and other decision-makers with clear scenarios, consequences, risks, and trade-offs.

You will determine which issues can be elaborated within the domain architecture and which require additional organization-wide or interdepartmental frameworks and decision-making.

Together with the other architects, you will ensure coherence between business architecture, information architecture, application architecture, and technology architecture.

Together with program and product management, you will determine how the architecture guides production with multiple collaborating teams.

You will ensure that the architecture course of Care & Welfare is recognizably translated to the possible Agile Release Train and the underlying teams.

You will support the second domain architect with issues that exceed the mandate of the teams, the train, or the program.

You will ensure a workable escalation and decision-making route for architecture issues between teams, program, domain, CIO Office, and directorates.

You will contribute to the further professionalization and positioning of architecture within the CIO Office.

This is you:

You are an experienced domain architect who can provide direction in an environment where the assignment, frameworks, and governance are not yet fully crystallized. You do not wait until all starting points are final. You create overview, make missing decisions visible, and develop workable scenarios that can be refined step by step. You understand the administrative power dynamics and have a feel for the scope of decision-making. You know which issues can be resolved within a program or directorate and which issues must be submitted to the CIO, management teams, VWS, or other parties within the system.

You do not take over the responsibility of clients and administrators, but ensure that they can make decisions based on clear information. You actively seek collaboration within the architecture team, the CIO Office, and the program. You can convince without formal power, are politically and administratively sensitive, and at the same time remain clear about architectural content, risks, and consequences. You dare to present preliminary visions and develop them further.

You understand that a first version can create direction and momentum, as long as it is clear which assumptions have been made and which decisions still need to be made.

Furthermore, you bring:

At least ten years of experience as a domain architect, enterprise architect, program architect, or lead architect within complex change assignments.

Demonstrable experience with domain architecture, enterprise architecture, and architecture governance within large programs.

Experience with modernization or comparable transitions where responsibilities are divided among multiple organizations.

Experience with architecture in a political-administrative environment, preferably within government or a public executive organization.

Experience with chain collaboration and decision-making across organizational boundaries.

Experience with architecture governance within an Agile environment with multiple collaborating teams, preferably an Agile Release Train or a comparable scalable production form.

Experience with connecting strategic and domain architecture to portfolio, program, product, and team governance.

Insight into the division of architectural responsibilities between domain architects, solution architects, product management, and Agile teams.

The ability to structure an insufficiently elaborated assignment and, together with stakeholders, arrive at a clear articulation of the question.

Knowledge of architecture frameworks and reference architectures, such as TOGAF and NORA.

Knowledge of ArchiMate and experience with an architecture tool such as Bizzdesign.

Insight into business architecture, information architecture, application architecture, and technology architecture.

Experience with aging technology, complex application landscapes, and the transition to a more modern and manageable landscape.

Strongly developed skills in stakeholder management, advisory, and administrative communication.

The ability to translate complex architectural issues into understandable scenarios, consequences, and action perspectives.

Persuasiveness without hierarchical power and flexibility in dealing with diverse interests.

The ability to support decision-making with clear and traceable trade-offs.

A collaborative attitude and the willingness to actively share knowledge within the architecture team and the CIO Office.

-When submitting a candidate for the above request, a subcontracting arrangement is not allowed. The candidate must be employed by your organization. If there is an extra link in the chain, we will not consider your offer and will reject it immediately.

-A valid VOG (Certificate of Conduct) is required upon deployment; starting earlier is not possible.

Additional information:

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid).

The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities. The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) or not, and whether your company is located in the Netherlands or abroad. You can request the G-account from the Tax Authorities.

If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement on the accuracy, completeness, and timeliness of the remittances. Please note, the costs for this statement are at your own expense.
