Jobbeschreibung

The SVB is looking for an experienced Enterprise Architect to define the architectural direction for modernizing its IT landscape. This role involves developing target architectures, roadmaps, and governance frameworks, with a focus on agility, resilience, and reducing dependencies.

Project overview

Three reasons why this is your assignment

Because the SVB and its digitalization are at the heart of society, and your work thus has direct societal impact.

We offer you the opportunity to be at the foundation of the modernization of the SVB landscape: you will define the architectural direction on which the coming years will be built.

You will work at the group level, from the CIO Office, in collaboration with the CISO, the CDO, and corporate information management, domain architects, and the management teams.

Your advice truly matters.

What you do

Adequate and reliable information provision plays a crucial role in achieving the SVB's objectives and strategy. The performance of the primary process increasingly relies on unique, specialized IT systems, which in turn are linked to the IT systems of chain partners. Architecture focuses on the interconnectivity, continuity, and coherence of the total SVB information provision. As an enterprise architect, you will shape this from the CIO Office, in close collaboration with the management teams for Service Provision Social Security, Service Provision Care & Welfare, Operations & Staff, and the IT Directorate.

The SVB is modernizing its system landscape in the coming years. The goal is to become more agile and resilient, reduce critical dependencies on suppliers and technology, and better align with the digital government. Continuity and stability remain the foundation: benefits must always be paid on time and correctly.

The SVB is seeking an experienced enterprise architect to help translate this task into a coherent target architecture, clear frameworks, and an executable path towards it.

Nice to have

area of focus for this assignment, e.g., group target architecture, architecture governance, cloud & sovereignty, AI, or a specific domain.

What you will work on specifically:

Developing and maintaining the SVB-wide (group) target architecture, and its translation into domains and programs.

Making strategy and policy frameworks tangible, such as the IT strategy, information security & privacy, and the frameworks of the digital government (NORA), by translating them into concrete guiding and framework-setting principles.

Architecture roadmaps to move from the current to the future landscape, including the modernization of outdated core systems.

Impact analyses of change requests from a business and IT perspective, both solicited and unsolicited, based on subject matter expertise.

Guiding programs and projects, and verifying and ensuring the quality of information provision through architectural advice, approvals, and statements.

Further developing architecture governance, including the role and task division between the CIO Office and the IT Directorate.

Monitoring developments in the areas of cloud, autonomy and sovereignty, and AI, and translating their significance for the SVB.

Directing the creation of understanding, communication, and support around architectural choices with management, directorates, and execution.

Contributing to continuous learning and improvement within the architecture team, and guiding less experienced colleagues where necessary.

Who you are (requirements)

You embrace challenges and can reduce complex issues to clear, executable choices. You take a broad view and form a clear vision of where the landscape needs to go and which route realistically leads there.

You combine your knowledge of complex, data-intensive environments with insight into political and organizational relationships. This ensures your proposals gain support, even without hierarchical power.

You are a good director who can explain complex matters simply, to a manager just as well as to a development team.

Furthermore, you bring:

Minimum of seven years of experience in architecture, with at least five years as an enterprise architect.

Demonstrable experience in developing target architectures and transformation roadmaps in complex organizations with chain dependencies and mass data processing.

Experience with the modernization of (legacy) application landscapes and with enterprise and cloud architectures.

Knowledge of information security, privacy, and relevant laws and regulations, such as BIO, AVG, and NIS2.

Solid knowledge of architectural frameworks such as TOGAF and NORA; TOGAF certification is a plus.

Extensive experience with the modeling language ArchiMate and the tool BiZZdesign is a plus.

Experience within the government or another political-administrative environment is a plus.

Knowledge of or experience with business transformation planning is a plus.

Strong advisory and communication skills: you support decision-making with clear trade-offs and are didactically skilled.

Persuasiveness, collaboration, and networking skills; you actively seek connection between business, architecture, and execution.

You organize and plan your own work independently.

Additional Information

When you offer a professional to us as a supplier and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability (Wet keten- en inlenersaansprakelijkheid - WKA).

The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client.

We cover these risks for our clients through a blocked account, the G-account.

This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) or not, and whether your company is based in the Netherlands or abroad.

You can apply for the G-account from the Tax Authorities.

If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) every quarter.

In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.

Please note that the costs for this statement are for your own account.
