Assignment Description

The agency needs to select a common digital collaboration platform that primarily supports effective internal collaboration. The assignment involves, from an IT architecture perspective, investigating and proposing a common collaboration platform that supports the business's needs, meets information security requirements, and integrates sustainably into the agency's IT landscape.

Responsibilities

General Information about the Assignment

The assignment may involve travel during the assignment period to work at E-hälsomyndigheten's other offices. The consultant is expected to participate on these occasions. Travel will be booked and paid for by E-hälsomyndigheten.

Other travel is not currently planned and, if necessary, should be at the direction of the immediate manager at the agency.

Remote Work

It is possible to perform parts of the assignment remotely, but this must be done in dialogue with the client, and the client decides if/when remote work is relevant. Currently, E-hälsomyndigheten allows for remote work up to three days a week.

Evaluation

The contract will be awarded to the consultant whose bid is the most economically advantageous based on the best balance between price and quality. Price refers to the consultant's offered hourly rate. Quality refers to the fulfillment of 'should' requirements and an interview with the offered consultant.

Added value deductions per criterion are determined based on the achieved level and the maximum amount for each criterion.

The consultant who receives the lowest evaluation price will be awarded the contract. Please note that the evaluation price is only a mathematical calculation used for evaluation and does not affect the bid price itself.

• The offered consultant must have at least five (5) years of experience in IT architecture.
• The offered consultant must have at least 3 months of experience in procurement and implementation as an IT architect for at least one cloud-based collaboration platform such as Microsoft 365, Google Workspace, or similar. The experience must have been acquired within the last 3-year period.
• The offered consultant must have good knowledge of Swedish and English, both spoken and written.
• The consultant must achieve at least competence level 4 according to the framework agreement: Knowledge: Highest level of competence in the current role, perceived as an expert in the market. Experience: Has performed complex assignments in the current role and carries out assignments with very high quality. This level is normally reached earliest after 9-12 years of work in the current role. Leadership: Has extensive experience and practice in acting in a leading position. Independence: Very high.
• The bidder must hold an F-tax registration and prove this by attaching a valid certificate of F-tax registration in the bid.
• Experience working with collaboration platforms between authorities in the last 12 months.
• Experience with government authorities in the last 12 months.
• Reference assignments: Experience must be proven by 1 reference assignment that must have been completed within the last 24 months. The reference assignment must be comparable to the current assignment, i.e., work as an IT architect in connection with the investigation, procurement, implementation, or further development of a digital collaboration platform or similar business-oriented IT support. The reference assignment must be documented in the attached appendix, which must be used for the bid to be considered to meet the requirement.
