Assignment Description

Malmö City's Agency for Labour Market and Social Services (ASF) needs enhanced project management capacity in IT and digitalization, primarily for several planned IT acquisitions and procurements. Among other things, the acquisition of a low-code platform, which is strategically important for the agency, is planned, as well as several procurements in the labour market area.

ASF is looking for an experienced project manager who can lead and coordinate one or more projects of varying size and complexity. The assignment will mainly comprise procurement projects, from preparation to completed procurement, but other IT and digitalization projects may also be relevant.

For procurement projects, the project manager works in close collaboration with the agency's procurement unit and procurement officers from Malmö City's central organization or an external procurement partner. These functions are responsible for procurement formalities and procurement specialist competence according to the agreed division of responsibilities.

Expected Deliverables

Deliverables will be adapted to the needs and phase of each project.

Scope

The assignment covers up to 50% of full-time, corresponding to a maximum of approximately 20 hours per week. The consultant may work on several projects in parallel, mainly procurement projects within IT and digitalization. The actual workload and prioritization between projects will be continuously adapted to the client's needs.

• Plan, structure, lead, and follow up on projects and ensure progress.
• Lead and coordinate needs and requirements work with business representatives and relevant experts.
• If necessary, coordinate environmental scanning, market analysis, and RFI.
• Coordinate dialogue with Malmö City's IT and Digitalization Department (ITD) and other relevant functions.
• Identify competence and resource needs and coordinate the project group's work.
• Manage risks, dependencies, and decision points, and prepare decision support materials and report to clients and steering groups.
• For procurement projects, coordinate the work during the execution of the procurement, including the business's participation in tender evaluation.

• For procurement projects, coordination of procurement documents and activities during the execution of the procurement is also included.
• At least five years of experience in project management within IT or digitalization.
• Experience in leading and coordinating IT acquisitions or IT procurements within municipal operations, including the execution phase.
• Good understanding of public procurement and basic knowledge of the Public Procurement Act (LOU).
• Experience in needs analysis, requirements work, and coordination of business and technical requirements.
• Experience in independently leading projects with multiple involved functions and competencies.
• Good ability to communicate in Swedish, both spoken and written.
• Experience working with or acquiring low-code platforms.
• Good industry and market knowledge of low-code platforms and their use cases.
• Documented knowledge of or experience in public labour market operations, especially business processes, labour market initiatives, and associated digital business support.
• Experience in planning and coordinating market dialogues and RFIs.
• Experience in coordinating requirements work with experts in areas such as IT architecture, integration, information security, and system management.

Approximately 50% on-site. Remaining time remote as agreed with the client.

Level 3 – Competence of the highest rank.

Compensation

Compensation will be on an hourly rate basis, invoiced according to actual hours worked. No compensation will be paid for travel or travel time.

Option for extension: Malmö City has the right to extend the assignment on one or more occasions. Extensions can be for a minimum of 3 and a maximum of 6 months per occasion. The total extension period may amount to a maximum of 12 months, but no later than 2028-05-31.
