Assignment Description

As a Scrum Master within GKT Webdevelopment, you will help multiple DevOps teams perform at their best. You facilitate, coach, and support the team in applying Agile, Scrum, and SAFe principles, so that qualitative web applications are developed and managed efficiently and predictably. You create the conditions for success by strengthening collaboration, removing impediments, and stimulating continuous improvement. In doing so, you make a visible contribution to the results of the team(s) and the ART(s).

As a Scrum Master, you are a coach, facilitator, and connector within and outside the team. You support the team in the daily practice of Agile working and help it grow further in ownership, collaboration, and effectiveness. You will be involved in, among other things:

Background Assignment

Within GKT Webdevelopment, our focus is on developing both custom and generic web applications that are used organization-wide. Using the latest technologies, we build, test, maintain, and host these applications to continuously improve the services of the Tax Administration. We do this within the Generiek Kantoor en Toezicht (GKT) department, specifically within the four Webdevelopment DevOps/Scrum teams. The culture within the department is characterized by a high degree of agility, collaboration, and results orientation. The work is innovative and challenging, with quality always being paramount.

There is a minimum of 2 to 3 days of office presence required at the main location Walterbosch Complex (John F. Kennedylaan 8, 7314 PS Apeldoorn). The initial engagement period is until December 2026, with an option for extension.

Additional Information

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Administration.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is located in the Netherlands or abroad. You can apply for the G-account from the Tax Administration. If you cannot obtain a G-account (and you can provide proof of this from the Tax Administration), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) quarterly. In this, a certified accountant (AA or RA) will issue a statement about the accuracy, completeness, and timeliness of the remittances.

• Demonstrable experience as a Scrum Master within Agile/Scrum environments, preferably within complex IT or DevOps organizations (5-7 years)
• Experience in coaching multidisciplinary teams and stakeholders in Agile working, collaboration, and continuous improvement (3+ years)
• Experience in facilitating Scrum events, removing impediments, and guiding team development and change processes (3+ years)
• Demonstrable HBO work and thinking level
• Relevant work experience, minimum 5 years
• Is pragmatic, understands the team's context, and aligns with existing working methods and needs.
• Brings calm, overview, and structure to a dynamic environment with high pressure and ambitious goals.
• Adds value without creating unnecessary process overhead; organizes only meetings and activities that demonstrably contribute to team goals.
• Employs a servant leadership style: supports the team and relevant stakeholders without taking over responsibilities or unnecessarily interfering with the content.
• Addresses team members and stakeholders regarding agreements, encourages ownership, and contributes to an open culture of accountability.
