Project overview

For our client Statistics Sweden (SCB), we are looking for a System Developer.

Description of assignment:

The agency needs to phase out the use of old Office file formats. This work requires support in the form of expertise from someone with very good knowledge of especially Excel macros and VBA scripts in both old and new formats, as well as practical help with conversion. Conversion will involve further development of the NSS system together with the system's supplier, which will be used for inventory and automatic conversion.

The role also involves providing expertise in the conversion of Excel macros and VBA scripts in Office. SAS scripts are often used in conjunction with macros, so that statistical processing is done in SAS and the results are further processed in Excel. The old format refers to Office file extensions ending in e.g. .xls and .doc, while the new format has file extensions like .xlsx and .docx.

As the assignment requires a lot of contact and communication with users, the consultant must have good social skills.

Competence level: 4

Knowledge - high generalist competence, or very high competence within the current role.

Experience - has performed complex assignments within the current role and performs consultancy services with very high quality. This level is normally achieved earliest after 9-12 years of work in the current role.

Leadership - takes main responsibility for leading a larger group.

Requirements

The consultant should have at least three years of work experience, within the last six years from the last bid date, in the following competencies:

• Excel skills: Understand how Excel works and its various functions.
• Programming concepts: Understand and practically apply programming concepts such as variables, loops, conditions, and functions at an advanced level.
• Macros and VBA (Visual Basic for Applications):
• Code review: Ability to review and edit code to ensure the application functions correctly.
• Debugging: Ability to identify and resolve problems in macros and VBA code.
• Customization: Adapt existing macros and VBA scripts or create new ones to automate workflows.
• Office scripts:
• Action recording: Ability to use the action recorder to record and create Office scripts.
• Code editing: Understand TypeScript code for more advanced scripts.
• Security awareness:
• Understand the security differences between VBA and Office scripts. VBA has full access to your computer, while Office scripts only have access to the workbook.
• Platform-independent thinking: Understands the differences for macros, VBA scripts, and Office scripts and can suggest the best solution going forward.
• Generation of Office: The differences between old and new Office formats and how best to convert old formats to new.
• Conversion: Understand and be able to manage how to extract and utilize metadata from Office files to provide the user with the necessary support for advanced automatic conversion of files.
• Other programming languages: Ability to develop in other programming languages such as PowerShell and .NET to develop code for conversion and modification of existing solutions.
• Documented experience with the NSS tool.
• At least 4 years of experience in VB script and PowerShell.
• At least 4 years of experience working with the Office suite, such as technical competence in installations and patching.
• At least 1 year of experience in converting Office formats.

Project details

The main location for the assignment can be the office in Örebro, but it is possible to work remotely for most of the time, although travel may be required to the offices in Solna and Örebro. Days on-site need to be adapted to user needs. Main location by agreement with the contracted consultant. NOTE! During the first weeks of the assignment, more days on-site may be required.

Working hours/Scope: 24 - 32 h/w (60-80%).

Possibility of extension: If outstanding issues remain, the timeline may be extended. SCB shall also have the possibility to add to the assignment if something unforeseen occurs that affects the assignment. Any extensions will be in dialogue between buyer and client and communicated to the consultant at least one (1) month before the active contract period expires.

SCB then has the right to extend the contract, with otherwise unchanged terms, for a maximum of twelve (12) months. Extension can occur on one or more occasions. The delivery agreement is valid until the assignment is completed and SCB has approved the delivery. Notice period for the Delivery Agreement is one (1) month (at least 20 working days) for SCB and two (2) months (at least 40 working days) for the supplier.

Contractual terms:

Terms for the assignment will be based on Ework's framework agreement with the client. The bid must be valid until 2026-12-16.
