Assignment Description

The Digital Collaboration & Application Management department (Staff Unit Application Services, IT Organization, RIVM) is looking for an Experienced Technical Application Manager for the Technical Application Management (TAB) team. We are looking for a technical manager with extensive experience in the technical application management of various applications in complex organizations.

The TAB team is responsible for the technical management of a broad application landscape, such as TOPdesk, Planon, iProva (Zenya), IObeya, Power BI, Bizzdesign, and Fortes Change Cloud. It is important that you can quickly master new systems.

You will be involved in setting up, monitoring, and improving the technical infrastructure and associated management processes. When incidents occur, you will analyze them and determine whether to resolve them yourself or coordinate with suppliers. You will implement changes in a controlled manner, with an eye for stability and quality. This allows you to add value directly to implementations or migrations.

An important part of your role is to manage SaaS applications and to contribute to further standardization and professionalization of management. You will work preventively to prevent disruptions, ensure that technical documentation remains up-to-date, and contribute to explorations of new solutions and the further SaaS-ification of applications.

In your daily work, you will communicate extensively with functional managers, developers, and other specialists within and outside the IT organization. You will ensure that technical documentation is in order and support teams with issues related to management and continuity.

As a senior, you will also be a sought-after and unsolicited advisor to colleagues and stakeholders throughout the organization, and you will tackle issues proactively and self-sufficiently.

Experience working with APIs is considered a plus. You will primarily operate at an operational level but can easily step up to a tactical level and stakeholder management when necessary. In connection with further development, you will communicate extensively with colleagues from the tactical and operational team, as well as with other managers and product owners.

The TAB team is urgently looking for reinforcement due to the departure of a colleague, combined with increased demand. To become operational again as a team as quickly as possible, there is a clear need for an experienced technical application manager who can be operationally active from day one and can support explorations based on functional customer requests.

• Ensure the availability, performance, and stability of applications;

Additional Information

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Dutch Chain Liability Act (Wet keten- en inlenersaansprakelijkheid - WKA). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have an SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement on the accuracy, completeness, and timeliness of the remittances.
