Do you want to further professionalize learning and development within a large public organization? As an Advisor Learning & Development at the Province of Groningen, you will work on organization-wide learning initiatives that directly contribute to employee development.

The position

As an Advisor Learning & Development, you will have a clear assignment: to ensure that learning and development within the Province of Groningen works practically, is well-organized, and aligns with the organization's needs.

You will step into an environment where various developments are already underway. You will bring structure, take follow-up steps, and ensure that ideas are actually translated into concrete learning activities. You will move easily between strategy and execution.

Responsibilities

In this assignment, you will have the space to take ownership. You will not just advise from the sidelines but ensure that improvements are actually realized.

Learning and development are increasingly taking on a more professional and organization-wide role. The ProvincieAcademie plays a central role in this. Together with various teams, managers, and theme leaders, you will work on learning activities that support employees in their craftsmanship and development.

The assignment arises from temporary replacement within Learning & Development. This means you will step directly into existing developments while simultaneously having the space to take new steps. You will work in a complex public organization where collaboration and stakeholder management are an important part of your daily work.

What you bring

• Analyzing which mandatory training applies to different job groups and gathering information from managers for this purpose;
• Advising on a logical and future-proof design of mandatory training courses;
• Organizing and guiding the implementation of training within the organization;
• Monitoring participation and ensuring proper embedding of learning activities;
• Further developing and digitizing approximately 10 to 15 existing toolboxes in collaboration with the VGW team;
• Setting up digital learning content using the authoring tool of the ProvincieAcademie;
• Developing a clear format for the themes within the ProvincieAcademie;
• Holding discussions with theme leaders and, together with them, drawing up the annual plan for 2027;
• Supporting the development and refinement of content for the various learning themes.
• Demonstrable work experience as an Advisor Learning & Development;
• Experience with organizational development and change processes;
• Experience in independently taking on and realizing projects;
• Experience within a complex organization;
• Experience with both advisory and executive tasks within Learning & Development;
• Experience with stakeholder management and collaboration.
