Job description
Rijkswaterstaat is seeking an experienced Project/Program Manager with a strong background in asset management and IT systems to implement data-driven asset management for infrastructure like bridges, locks, and tunnels. The role involves managing multidisciplinary teams and ensuring the successful execution of a 4-phase plan for data utilization in maintenance and management.
Project overview
Job description
Context and purpose of the assignment
Rijkswaterstaat faces a significant maintenance challenge. To support the availability, reliability, and safety of infrastructure and reduce unplanned disruptions, the Data-Driven Asset Management (DGAM) program is working on smarter utilization of status, sensor, and other asset data. Rijkswaterstaat and 9 contractors have jointly set a goal in a Cooperation Agreement (SOK) to have data-driven asset management implemented for approximately 85% of locks, movable bridges, pumping stations, and tunnels by December 31, 2028. The implementation follows the 4-Phase Plan developed by RWS and nine contractors.
This plan progressively supports the transition from traditional asset management to a method where data is used for effective management and maintenance decisions. The four phases include Orientation & Initiation, Analysis, Implementation, and Event Monitoring & Action. Phase II determines data and information needs through the Deep Dive method with a Failure Detection analysis.
Phase III realizes the necessary DGAM products: data access and DGAM dashboards, with an Early Warning Function where applicable; Phase IV focuses on the actual use, evaluation, and safeguarding of the acquired information in asset management.
For implementation on concrete assets, Regions, PPO, and contractors work in temporary multidisciplinary collaborations. The goal of this assignment is for the contractor to independently ensure a controlled, demonstrable, and reproducible execution for an agreed portfolio of DGAM implementations: from a ready-to-start approach and decision-making to traceable delivery of the products required for the respective 4-Phase Plan steps, documented data and information needs, transfer, and safeguarding.
The results must be documented in such a way that involved asset teams can continue the method independently and that lessons learned and reusable methods become available for subsequent implementations.
Scope of the assignment
The contractor will achieve the agreed results within the following scope:
Structural line responsibility, personnel management of RWS or contractor employees, and fulfilling a regular organizational function within RWS are outside the scope. The contractor has no hierarchical authority over involved team members.
Milestones and result measurement
Startup phase: Within four weeks of commencement, the first batch/portfolio, the relevant phase(s)/steps per asset from the 4-Phase Plan, approach, planning, decision structure, dependencies, and the initial risk assessment must be documented.
Per asset/batch: An accepted plan of approach must be available at the start; during execution, progress must be demonstrably linked to products and decision moments from the 4-Phase Plan; upon completion, an accepted transfer file must be available.
Periodic: At least once a month, a concise progress and decision report at the result level for the client/technical manager.
End of assignment: A final report with implemented dashboards and achieved results compared to the agreed portfolio, status of relevant 4-Phase Plan steps, remaining points of attention, demonstrable transfer, and recommendations/lessons learned for future implementations.
