Project overview
Assignment Description
Quality Management IT focuses on optimizing the quality of IT processes, products & services. It is not a standalone domain but is present in all parts of the organization's management. Improving quality is something the organization can steer towards, with the (internal) customer at the center. With a focus on ensuring optimal availability and quality of the sustainably accessible information management, Quality Management IT connects the various business units that deliver output to the final result: the 'end-to-end' approach.
Quality management is continuously looking for improvement actions and is focused on innovations and their implementation. It is common to appoint a quality manager, especially in large programs.
Profile
“From conception to assurance: you write the playbook with clear action perspectives for our algorithm and AI specialists. Clear rules for reliable outcomes”
As an Advisor AI Governance & Policy Automation Audit, you work in the CDO-Office for Justice and Security (JenV). You are part of the core team that creates implementation policies and audit frameworks that ensure responsible use of algorithms and AI. You provide substantive knowledge, connect the world of software with compliance and policy, and ensure that we realize “policy as code”.

Competencies
Background of the assignment
The CDO office is responsible for developing and monitoring algorithm and AI policy within the CIO system/CIO office. JenV wants to increasingly use algorithms and AI in processes, and clear frameworks are needed for this, which we describe in the policy. We use the European AI Regulation as our primary legal framework. This profile (and also the second profile under characteristic 10100071582) concerns a replacement for other temporary colleagues. The team needs to be brought back to full strength (from a team of 5/6) so that development can be continued for the two policy products.
These two projects run until 2027.
- You formulate clear guidelines and practical handbooks for every step in the AI process: from business analysis and model development to deployment and monitoring. These are based on legal frameworks (including the AI Regulation), government standards (including the algorithm framework of the Ministry of the Interior and Kingdom Relations), and best practices from the field.
- You collaborate with other authors of policies and handbooks to translate them into practical controls in the toolchain.
- You support data and AI teams and other CDO offices in applying the policy in practice, identify compliance gaps, and help remove impediments.
- You define guidelines for, for example, self-assessments for development teams: checklists, review processes, and KPIs for each phase of the AI development process.
- You design and maintain the policy repository, branching and review methods (Trunk Based), and ensure versioning of policy texts, code, data models, and documentation.
- You set up CI/CD pipelines (preferably GitLab CI) for quality checks (linters, tests), security (SAST/DAST/Dependency scanning), and automatic evidence provision (artifacts, logs, dashboards) for audits.
- Analytical & Quick Switching: You quickly grasp technical and organizational issues and translate them into pragmatic solutions.
- Communicative & Connector: You easily maintain contact with various disciplines and ensure a broadly supported approach.
- Eye for Detail & Risk-Aware: You monitor the traceability, reliability, and security of AI processes.
- Results-Oriented & Inspiring: You encourage teams to innovate responsibly and ensure that the policy is actually implemented.

Additional Information
When you offer a professional to us as a supplier and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.
The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to submit an accountant's statement (assurance report on personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.
Please note that the costs for this statement are for your own account.
