Job description
We are looking for a .NET developer to join a DevOps team responsible for IT systems for the Dutch Judiciary. The role involves developing and managing system integrations, focusing on .NET microservices in containers.
Project overview
As a .NET developer, you will realize secure and high-quality software components based on specifications in user stories and non-functional requirements. You will work within one of our DevOps teams that deliver IT systems for the digital accessibility of the Judiciary. The team for which we are looking for a developer realizes various system integrations between our digital post office and chain partners, such as the Public Prosecution Service, large law firms, or other chain partners.
Together with your team, you will be responsible for both the (further) development of the system and its (technical) management. You will also ensure improvements in the development process and the knowledge level regarding software security, privacy, observability, and software quality. You will develop new applications based on modern development technologies according to a microservices architecture. This primarily involves developing .NET microservices in containers (Open Shift Container platform) in an environment with asynchronous processing (queues). Azure DevOps and an API Gateway are used.
We are looking for a developer who has demonstrable experience in developing with modern technologies and who has experience in implementing privacy and security guidelines in application code. The .NET developer is expected to be able to take a leading role in the DevOps team. You will ensure that
- together with the rest of the team
- the sprint goals are met and that the applications continue to function well in production. Contributing to application management and resolving events and incidents is also part of your responsibilities. The main activities you perform are:
- realizing .NET software components, including unit tests;
- performing code reviews;
- refining user stories (together with the Product Owner and the rest of the team);
- supporting the designer in translating user stories into a technical design;
- monitoring applications in production and resolving events arising from them;
- analyzing and resolving reported incidents;
- setting up/adjusting automated build and deployment pipelines. Background assignment IVO Rechtspraak develops products and services that enable the exchange of digital documents between the Judiciary and external parties such as lawyers, citizens, bailiffs, and chain partners like the Public Prosecution Service, the Tax Administration, etc. Digital access (DT) is realized through various web portals, a scanning service, and system-to-system integrations. In addition, applications are developed for our judiciary colleagues, such as a Digital Post Office and a Digital Case File. Various DevOps teams work on the DT solutions, each realizing, testing, delivering, and managing software components. All teams work according to the Scrum methodology. Development takes place according to a cloud-native microservices architecture in Angular (front-end) and .NET (back-end), using technologies such as Openshift Cloud Platform, ApiGateway, AMQP, and Object Based Storage. Deployment to production is continuous, using Azure DevOps. Privacy and security are important aspects in daily work. Furthermore, the department highly values well-maintainable code and strives for a high degree of test automation. Because digital case files are used in an increasing number of cases, the reliability, integrity, and performance of these products are extremely important; not only in terms of the number of users but also in terms of the increase in the number and size (including multimedia) of the usage and the documents processed by the system. Requirements Microsoft .NET C#, completed HBO/WO education/study Demonstrable experience with implementing privacy and security guidelines in code Experience with automated build and deployment pipelines (preferably Azure DevOps, SonarQube) Demonstrable experience with the (most recent versions of the) following tooling/frameworks/languages: .NET, REST, SQL Server. (4 years) Experience with realizing microservices and containers (preferably OpenShift), queueing (AMQ), API Gateway, Azure DevOps, and OAuth protocol. (3 years) Demonstrable experience with implementing privacy and security guidelines in code (4 years) Wishes Possesses an attitude and behavior with keywords: proactive, transparency, open communication, and results-oriented. Able to work independently as well as well in a team. Critical; you find it a challenge to realize high-quality systems that deliver value to end-users IT security certification You find it a challenge to devise simple solutions Experience working in (semi-)government is a pré. Has experience working in DevOps teams Other Hybrid working is possible. Generally, there is a 50/50 policy, and deviations are possible in consultation. Additional information When you, as a supplier, offer a professional to us and they are placed, we need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Administration. The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is based in the Netherlands or abroad. You can request the G-account from the Tax Administration. If you cannot obtain a G-account (and you can provide proof of this from the Tax Administration), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances. Please note that the costs for this statement are at your own expense.
