Assignment Description
The goal of this assignment is to perform business analyses for active disclosure within the NVWA. The focus is on legally mandated active disclosure information categories (VAO) and supporting proactive disclosure (PAO). The business analyst will map the current situation (IST) and desired situation (SOLL) per information category and perform a gap analysis at the process, information, organization, and system levels. This will investigate which adjustments are necessary to comply with the legal requirements for active disclosure.
The activities include, among others:
For proactive disclosure, the business analyst supports the development of practical cases and societal issues. This involves analyzing concrete examples of proactive disclosure and translating them into proposals for processes, work agreements, governance, metadata, and system support.
Background of the assignment:
The NVWA is working on the further implementation of active disclosure in the context of the Government Information (Public Access) Act (Woo). For various information categories, there is a legal obligation for active disclosure (VAO). To sustainably meet this, in-depth insight is needed into current processes, available information, registration systems, and the necessary information provision. Currently, the NVWA is clarifying which process steps, systems, metadata, responsibilities, and working methods need to be adjusted to structurally and compliantly disclose the relevant information categories.
With this, we aim to prevent the risk of not meeting timely publication obligations.
In addition, the NVWA is developing towards a more proactive form of disclosure (PAO), where disclosure does not solely occur based on legal obligations but also based on societal relevance and public interest. For this development, a structured approach is still lacking to analyze practical examples and case studies and translate them into concrete process and information provision needs.
- Analyzing the legal information categories for mandatory active disclosure.
- Performing business analyses per information category.
- Describing the current and desired situation.
- Performing gap analyses on processes, systems, data, and responsibilities.
- Identifying necessary changes in information management and information provision.
- Drafting business requirements and improvement proposals.
- Advising on setup and support from the existing IT landscape.
- Identifying opportunities for standardization, reuse, and automation of disclosure processes.
- Start: 2026-11-08T23:00:00
- Location: Utrecht, NL
- Languages: Dutch
