Job description
The Dutch Judiciary's IT department is seeking a Business Analyst to support the Business Operations portfolio. This role involves clarifying needs, identifying improvement opportunities, and contributing to digital transformation initiatives.
Project overview
Assignment Description
The Information Provision (IV) of the Judiciary is divided into IV portfolios. Each IV portfolio holder manages the information provision within their domain, considering Judiciary-wide interests. The portfolio holders maintain close relationships with clients and chains within and outside the Judiciary organization and with partners within IVO and IV Governance.
This assignment focuses on the Business Operations portfolio.
This portfolio includes a busy agenda with important digitalization initiatives for the Judiciary. Think of the rollout and deployment of M365, Digital Archiving, IAM, More and Responsible Publishing, and other strategic assignments.
As a business analyst, you will contribute to clarifying the demand, making the current bottlenecks and improvement opportunities visible, and advancing the change in the IVO delivery process.
Background Assignment
IVO Rechtspraak is the engine of digital transformation for the Judiciary. To achieve this, we continuously strive for growth in our maturity. Much is already going well, but it can always be better! From our solid foundation, we deliver well-functioning digital services faster and faster, on which the courts and society can build. In agile processes, we work together on continuous value creation and its validation.
You will work from the business analysis group for the Business Operations portfolio.
As a business analyst in an IV team, you will work closely with the epic owner in creating Lean Business Cases for epic(s). You will substantiate these Lean Business Cases with (process) analyses and the necessary features, so that the epic(s) can then be picked up for realization by product owners, ready analysts, and developers in the bases. This can also be for procurement processes.
Analyses can concern applications or work situations (the "business"). To gather input on issues, you will organize workshops for stakeholders, such as administrative staff, judges, but also lawyers, legal professionals, or citizens. You will process that input into a sharp analysis that you validate with all stakeholders.
How do we shape the necessary changes? With quantitative and qualitative analyses, you will substantiate proposals for those changes. Which figures are relevant and what do we learn from them? How does the system work and does it meet the needs of the users?
Every week, you will meet with your fellow business analysts to share knowledge, discuss any bottlenecks, and refine the working method where possible. You will also present your results to the group and learn from the experiences of other analysts.
You can use various analysis techniques such as interviews, workshops, data analyses, customer journeys, design thinking, and business model canvas (BMC).
You preferably work in Jira and Confluence and use available tools for modeling processes and data where necessary. You are comfortable with online collaboration tools, such as Microsoft Whiteboard.
Requirements
You are inquisitive and able to gather input on issues. You organize workshops for internal and external parties. You quickly see connections, relationships, and similarities. You see trends and patterns in seemingly unrelated data. You work logically and methodically. You are able to operate at different levels, adapt your communication to your conversation partner, and possess organizational sensitivity. Furthermore, you can listen well and ask probing questions to understand the other person well.
IREB, BCS, Design Thinking or Service Design
You have demonstrable experience with digital acceleration trajectories; (7 years)
You have at least 5 years of experience in the role of business analyst, including the role of requirements engineer, on relevant digitalization topics; (7 years)

Additional Information
When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain and Principal Liability Act (Wet keten- en inlenersaansprakelijkheid).
The purpose of the 'WKA' is to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client.
We cover these risks for our clients by means of a blocked account, the G-account. This is an account on which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities. The percentage to be deposited depends on whether you have SNA certification (NEN-4400-1 or NEN-4400-2) or not, and whether your company is located in the Netherlands or abroad.
You can request the G-account from the Tax Authorities.
If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement on the correctness, completeness, and timeliness of the remittances. Please note that the costs for this statement are at your own expense.
