Job description
The Royal Netherlands Marechaussee is seeking a Business Analyst to support the Future Proof Guarding and Security (FPBB) program. The role involves analyzing business processes, defining requirements, and translating user needs into specifications for IT projects.
Project overview
Assignment Description
The Royal Netherlands Marechaussee is undertaking a multi-year transformation within the Guarding and Security (B&B) domain through the Future Proof Guarding and Security (FPBB) program. The program comprises seven capability clusters and is executed through multiple parallel projects and change lines.
The business analyst is a permanent role within the program team (2.0 FTE internal/external) and supports project teams and the business architect in the substantive analysis and elaboration of the transformation.
The business analyst focuses on analyzing, describing, and validating business processes, information needs, and functional requirements within the B&B domain. Based on a thorough knowledge of the operational field, the analyst translates the wishes and needs of users and stakeholders into concrete, executable specifications for the IT column and project teams. The elaboration will take place in accordance with the Novius Architecture Framework.
Concrete activities include:
The business analyst works closely with the business architect, the domain architect, project managers, Business Change Owners, and operational staff of Cluster B&B/LTC. For chain projects — particularly the connection to the Operational Planning System (OPS) via the LCC — the analyst also collaborates with counterparts at the National Police.
Concrete deliverables include at least:
Background of the Assignment
The B&B task area of the KMar focuses on state security and the protection of objects, subjects, and services of national importance with a high risk of failure. The KMar operates as a gendarmerie under both civilian and military authority, in close cooperation with the National Police, NCTV, AIVD/MIVD, and the Public Prosecution Service.
The FPBB program operates in a rapidly changing context: geopolitical threats are increasing, the demand for security is growing, and the national Guarding and Security system is transitioning to the Personal Protection System. The transformation affects both the internal organization of the KMar and the collaboration with chain partners. Good business analysis is a prerequisite for the success of the IT projects that must support this change.
The National Coordination Center (LCC) is a collaboration between KMar and NP for the direction and coordination of personal protection for Protected Persons (TBP's). The connection of the KMar to the LCC's Operational Planning System (OPS) is a concrete and urgent project where the business analyst plays a key role in requirements analysis and functional elaboration.
Internally, the business analyst operates in a programmatic environment with DI&T as the IT implementer, Cluster B&B/LTC as the primary line partner, and Managers.
