Background of the assignment
To better align with developments in international trade in the EU, the digital and platform economy, and the position of entrepreneurs, a package of amendments to the VAT Directive and Regulation on administrative cooperation has been drawn up: the ViDA package (VAT in the digital age). This package was adopted by the Ecofin Council on November 5, 2024, and will take effect on March 12, 2025. The components concern: Single VAT Registration (SVR) as of January 1, 2027, and July 1, 2028; Platform Economy (PE) as of July 1, 2028; Digital Reporting Requirements (DRR) as of July 1, 2030.
This assignment only concerns the DRR component.
The ViDA component Digital Reporting Requirements (DRR) aims to improve intra-community trade through better service to entrepreneurs, reduction of administrative burdens, and faster and more adequate action against fraudulent patterns. To achieve this, an ecosystem will be realized by July 1, 2030:
Supplying entrepreneurs will be obliged to electronically invoice (e-invoicing) based on the standard mentioned in the directive.
Entrepreneurs (suppliers and buyers) will be obliged to report a subset of these invoice data to their tax authorities within a short period (e-reporting).
The tax authorities must then supply this data to the European central system (central VIES) within a short period.
Additionally, there is an option that e-invoicing and e-reporting will also become the norm for domestic transactions.

Additional Information
When you, as a supplier, offer a professional and they are placed with us, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid).
The ‘WKA’ aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-rekening. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Administration. The percentage to be deposited depends on whether you have SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is based in the Netherlands or abroad. You can apply for the G-rekening from the Tax Administration.
If you cannot obtain a G-rekening (and you can provide proof from the Tax Administration), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances. Please note, the costs for this statement are at your own expense.
