Job description

A Business Analyst is needed to join a project and scrum team for rebuilding government publication systems. The role involves translating product owner needs into concrete solutions, documenting requirements, and collaborating within an Agile/SAFe framework.

Project overview

Please note! This request is not intended for freelancers. Assignment Description The business analyst is part of a project team and a scrum team. Here, the business analyst works on the rebuild of various products. The business analyst works alongside the product owner, translating questions and wishes into concrete, well-thought-out solutions/designs, with attention paid to return on investment (various alternatives have been weighed).

Responsibilities

Background of the assignment

The Knowledge and Exploitation Center Official Government Publications (KOOP) is responsible for the daily publication of government information in the Netherlands. With our publication services, we enable the entire Dutch government to publish official government information. These can be found on the portal officielebekendmakingen.nl. Currently, a project team/scrum team is working to rebuild and secure the systems for Official Publications for the next 10 years.

Within the mentioned scrum team, there is a need for a business analyst who gathers requirements and translates them into epics, features, and buildable user stories and specifications for development within the Scrum team. KOOP uses the SAFe methodology; we assume the business analyst is familiar with this and adheres to it. KOOP wants to implement improvements to elevate both the quality of the software and the quality of the development process to a higher level. By using the Agile development methodology, KOOP wants to fulfill an important prerequisite for this.

Being able to collaborate well within a multidisciplinary Scrum team and experience working in an Agile environment are important requirements. The business analyst is part of the scrum team.

  • Performing analyses on processes and information
  • Drafting designs and user stories
  • Monitoring the coherence between user stories
  • Aligning solution directions with KOOP architects
  • (Supporting) testing of realized solutions
  • Participating in SCRUM ceremonies
  • Performing impact analyses in the context of the project change process
  • Guiding work sessions with users
  • Supporting the implementation employee with training
  • Supporting the functional administrator with questions and wishes

Additional Information

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability (Wet keten- en inlenersaansprakelijkheid - WKA). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof from the Tax Authorities for this), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the accuracy, completeness, and timeliness of the remittances.

Please note that the costs for this statement are at your own expense.

  • Candidate has knowledge of/experience with specifying Features/User Stories in an Agile environment with Scrum teams.
  • Candidate has demonstrable experience with setting up features/stories for a rebuild/new build project (and not just for further development projects).
  • Candidate has knowledge of/experience with analysis.
